Menachem Besin returns to Israel
Menachem Begin, Minister without Portfolio in Israel's coalition Cabinet, left New York this week to return to Israel after completing a highly successfu three-week coast-to-coast tour in behalf of the Israel Bond cam paign.
The unity of the people of Is rael in the face of the dangers which the country has faced since the eve of the Six Day War o: 1967 was a principal theme in his talks in the United States Mr. Begin, founder and head o Ilerut,: Israel's second largest political party, was among the inr itiators of the government of national unity which came into being days before the outbreak of the Six Day War.

In an address to an Israel Bond meeting in Harrisburg, Pa., his last before returning to Israel, Mr. Begin drew on his comprehensive knowledge of Jewish history to cite examples from both ancient and modern times of how a lack of unity led to the defeat of the Jewish cause. In 1967, he pointed out, the people of Israel had learned the lessons of history and achieved victory because "they stood together against the common foe, united to fight for country, and liberty."
A gifted orator, Mr. Begin, whose style reflects his comniand of . various languages, analyzed the crucial nature of the threat which faced Israel a year ago, and stressed the dramatic fashion in which all parties in the country were brought together to face the danger of annihilation. cause to fear another Arab attempt to destroy it, he underlined the legal and moral basis for Israel's position on the issues arising from the Six Day War, and reiterated his country's determination that Jerusalem "remain indivisible forever and ever."
Mr. Begin drew attention to the strategic importance of economic development in Israel's efforts to achieve a just and lasting peace. Pointing out that the country must devote a larger share of its resources to defense than ever before, Mr. Begin noted that Israel had been forced to cut its Development Budget substantially, and that it must therefore now rely on increased support from the sale of Israel Bonds to maintain the pace of its economic growth;
"We need investments," Mr. Begin said. 'We need the kind of help that Americans can render through Israel Bonds, which have proved to be a good investment. The State of Israel has already repaid several hundreds .of millions qf dollars in Bohds^ without ever, being eyein one day late in honoring the signature of the State of Israel on thesis Bonds. We -need these investinents and this assistance In: ordiBr to "det^ velop our country, quickly, as fast, as possible. We can build up our country and make it pros-: perous. at great cost. Let it therefore not be taken lightly* This is a solemn moment, as are all occasions of joy in the context of Jewish life.
Therefore should all Jews ask themselves at this moment: what does Israel require of me? What immediate tasks must we undertake to assure ourselves that Israel will survive and grow and prosper? What long-range duties are ours in the years ahead?
THAT SOME JEWS are actually asking themselves questions of this kind should hearten all who love Zion and cherish their own self-respect. We refer specifically to the Spring conference held in Jerusalem,, the "Economic Conference" called by the Prime Minister, which was attended by some 500 Jews from all over the diaspora, and about 1,00(^ Israelis.
Purpose of the Conference was to bring together for consultation, and for the undertaking of specific projects, those men in a wide variety of commercial and industrial fields who might assist Israel to achieve the economic stability without which all her military victories would be in vain.
This time, Levi Eshkol bypassed all regular channels. He did not call upon the Zionist groups, nor the Bonds group nor the UJA groups. He went directly to a hitherto unexploited segment of the Jewish population — the successful business community, and frankly invited them to counsel the state in the areas they know best. This was one of the few Occasions, we art told, when the otherwise all-knowing and all-confident Israelis actually sat back and listened. Not that there was a lack of oratory—but when the workshops met they got down to business, literally as well as figuratively;
OUT OF THE CONFERENCE came specific programs: to im-
prove marketing of Israeli pr ducts; to establish branches d American industry in Israel; enccurage tourism. In brief, genuinely co-operative progra was worked out, and plans wer laid to follow through on thos ideas which called for furthe exploration. These include pla fcT smaller conferences for r presentatives of specific Indus tries.
What the Conferaice.achiev for the future of the economy o Israel cannot now be fully as sessed; but it could not help b inaugurate a new stage in th deyelopnient of the nation an its economic independence. Others.will fi it difficult to experience comparable commitment. But whe every Jew shall have acquir a genuine share in the life p •ael, Israel will have -bwoiii ndeed the morasha kehillat yaa-cov, the heritage of the entire Jewish people.
In that day, Israel will have cause to rejoice without reservation, for she will know that then no waters will ever engulf her, for an eternal people will be pledged to her everlasting well-being.
