JERUSALEM — In 1967 and 1968 the word 'emergency" came into common usage v/hen one referred to the Israeli situation. From this vantage point, I would have to concede that the "emergency" is over, and that a period of acute crisis has begun!
Sitting here in Jerusalem one sees or hears a military helicopter pass overhead once or twice daily. Its presence is a living testimony to Israel's precarious position. Israel is a land without peace, and the helicopter carries wounded soldiers, many in critical condition, from the Beisan Valley or the Sinai Peninsula, to the Hadassah Hospital near Jerusalem. These young boys have been injured by Jordanian gunners, or through happening on a land mine recently planted by terrorists who strike into the heart of the country nightly. I have been in Israel almost three weeks, and as yet not a day has passed without someone being killed on Israel's borders.
The presence of civil defense patrols each night is a sign that all is not well. The necessity of examination by these patrols of all parcels and purses before admittance can be gained to public buildings, is vindication that El Fatah terrorists are enjoying bloody success
THAT ISRAEL LIVES AND BREATHES, is possibly the most significant accomplishment of the Six Day War. That moment of exhilaration following the six days which shook the world has passed, and the realization that peace is as elusive now as it was at the State's conception, is a sobering, tiaumatic thought.
It would seem to me that Israel is more isolated today than She was in June of 1967. The sympathy of the world has waned—for a simple reason — the underdog won. The
tenuous ally—France—is distantly cool. The position of the United States is one of ambivalence—promising "on again, off again" the delivery of F-4 jets for legitimate defence.
The Jarring Mission is being frustrated on every front, and at the same time the United Nations is adamant in its call for Israeli withdrawal from the occupied territories—this call coming at a time when Arab leaders are again voicing a determination to unleash a bloody holocaust against the Jewish State.
There is a new element in the Middle East which causes my use of the term "crisis". This is the entrance of the Soviet Union into the Near East.
THAT RUSSIA HAS REARMED Egypt and Syria with the latest in sophisticated weapons is disconcerting. It is no secret that Arab armament is greater today that it was prior to the June War. The fact that Russia has over 50 warships in the Mediterranean and over 6,000 "technicians" in Egypt—leads one to question whether or not "another round" will find Russian "volunteers" manning Arab vehicles of destruction. One hears rumours that a Soviet vessel will soon test the Suez Canal. What then?
Friendless, isolated, and already expending a staggering percentage of her budget on defense, the Israel position today looks grim. Numerically, the Arabs have a superiority of arms. With the promise of imminent delivery of 2,000 mile per hour MIG 23s, and Sokoi jet bombers, the future looks ominous. This is Israel in October of 1968—^be-

Dear Mr. Kaplan:
President Johnson doesn't intend to deliver any planes to Israel unless Dean Rusk succeeds in "negotiating" (pressuring) Israel into further compromises, concessions and surrenders, vis a vis Dulles and deGaulle.
L.B.J, didn't need endless negotiations before supplying planes to Iran and Jordan.
But Mr. Eban is repeating the same mistakes he made in 1956, when he compromised Israel's security by surrendering to similar pressures and political promises of Dulles and Eisenhower. However, spotlighting any decepting scheme by public exposure will
prevent its accomplishment.
Therefore, Mr. Rusk must be promptly notified, that unless the promised planes are delivered immediately, before the Nov. Presidential elections, this frees Israel to cancel Mr. Eban's unwarranted concessions and es-tablishes Israel's unqualified right to return to their original "Direct Negotiation Terms," et-cetra, that are the only assurance of Mideast Peace.
Confucious say: "Fool me once, shame on you! But fool me twice, shame on me." He would also say, "No delivery planes, no negotiations."

Cites employment practices
Dear Mr. Kaplan:
With regard to the article in your issue of Sept. 20 entitled, "Manpower crisis in Jewish Communal Services", it seems pertinent to examine recruitment and employment practices by Jewish facilities within our own community.
I refer specifically to the new Jewish hospital and Home for the Aged soon to open in Vancouver. Your paper reported recently that a director of nursing and an administrator had been appointed for this facility. If the successful candidate for the post of director of nursing holds any post-graduate qualifications this fact is not apparent from your report. More importantly, the impression is conveyed that neither of these appointees are Jewish.
Since the administrator and director of nursing set the tone and, to a large extent, control the "therapeutic environment" of a hospital, it is difficult to see
how a facility which does not employ Jewish personnel in key posts can expect to form and maintain a Jewish character.
No serious attempt to recruit qualified Jewish staff was made as evidenced by the fact that these vacancies were not advertised in your paper.
Furthermore, it seems obvious that severe damage to the "image" of the Jewish community, a "Chillul Hashem" in fact, must inevitably result when it becomes generally known that people willing and qualified to undertake the responsibility of nursing our aged could not apparently be recruited from within our own ranks.
That the committee of the Jewish hospital is not seriously interested in recruiting Jewish staff is further illustrated by the fact that one well-qualified Jewish applicant was denied the courtesy of an interview by this committee.

Non-Jewish reoder is concerned
Dear Mr. Kaplan:
Please pardon me taking this liberty. I have been reading on page two of The Bulletin, your view on defence matters — your editorial, "Depending on more than numbers", etc.
My heart was saddened as read through this article — not without noting all that is said about the several factors which create great difficulties should days of war come again — because nowhere was it taken into consideration the fact of Jehovah God: He definitely was with Israel last June! We Christians knew it, and gave praise for it.
We watch closely — who also love the Lord of Creations, and therefore love His chosen people, but we miss the note of thankfulness and dependence on Him, who truly is your defence, and is able to give you victory — even if you did not possess one plane or one gun. Such items were not used, nor were they available at the Red Sea!
We thanked Him for Israel's victory, and look forward to the day when we will join our voices with your voices, in praise and ;hanksgiving.
Again — please forgive this etter. I did so want to let your dear people know how deeply we are concerned.

I read with interest in last week's issue of The Jewish Western Bulletin, of the appointment of Leo Levey as chairman of the Jewish National Fund for British Columbia.
Mr. Levey has been official spokesman for the Zionist Movement in the interior of B.C. over these many years, and we welcome his decision to take up residence in Vancouver.
I am sure that through Mr. Levey's capable guidance, the Jewish National Fund will achieve new heights in this Province.
At the same time, let me express words of great respect for the outstanding work of retiring J.N.F. chairman, A. Mann, over the past 12 years. That Mr. Mann held this key post for such a long tenure is in itself a verification of his great devotion to the work of J.N.F. and the upbuilding of the State of Israel.

Largest attendance set at '68 Bazaar

This is a note of appreciation for the excellent research facilities that are available at the Jewish Centre library. The collection of literature on the holocaust is unusually good for a small library.
Mrs. Rita Weintraub is deserving of public appreciation for the/ truly tremendous job she has done in organizing the excellent collection of books, reference materials, clipping files and for her all - around helpfulness in searching out source materials.
