observers^ acts as a Palestinian legislature in exile.
The virtual civil war which erupteil in Jordan^ causing an estimated 500 fatalities on 1»6th sides, is/ regarded as responsible for the speed with which the bew Central Committee was formed^ Observers here view it: as the nucleus of a Palestinian entity with . which the government of Israel may eventually fihd itself forced to negotiate, proviidng the com-^ jnittee can agree on a cpbrdin-ated political line and avoid internecine warfare.
The Palestine National Council adopted tiwee major resojlu-tiohs at its Cairo meeting. They called for formation of the central conunittee; formation of a unified military council and formation of a joint committee of terrorists and leftist political organizations in Jordan to "protect" Palestinian" "revolutionaries*' against "counter-revolutionr ary** elements in those countries. In terms, of military strength the terrorists have an estimated tMd^f. afihs in'^Jor-dan, half of whofti belong to El Fatah.
Fedayeen strength in Lebanon is placed at 4,000 men^ a third of them El Fatah and a third members of the Sjrrian-backed As Saiqah :j^ern^ movement. The rest belong to the Popular Front
for the Liberation of Palestine and other smaller terrorist groups. The Palestine Liberation Organization which has acted in effect as a govemment-in-exile for two million displaced Palestinians since 1964, has nominal command over a 12,000-man army of Paliestinians. But part of that force is under the effective command of the Egyptian Army on the Suez Canal front, another part under Iraqi command in Jordan and a third is in Syria, commanded by the Sjn^ian Army.
Observers noted it remained to be seen how effectively commando actions can be coordinated under the new central political and militaiy commands. £1 Fatah is relatively the most moderate. Saiqah, the second largest, is controlled by the ruling Syrian Baath Party which is regarded as the most militantly leftist of the Arab regimes. The Popular Front for the Liberation of Palestine is goaded from the left by the Democratci Front for the Liberation of Palestine, Jin eve^ radical group: that s it some time agb/^in^^dd^ioii^ ther^ is the Palestine Arab Organization which broke from the Popular Front, the Action Group for the Liberation of Palestine which broke from El Fatah, the Liber-

Dnsg problem
JERUSALEM — Minister of Police warned in Knesset recently that drug problem is spreading among the young and in higher social strata. This could change Israel into a Levantine society which would ignore real problems. He said 345 foreign nationals were arrested on drug charges in the past year.
Oil strike

Israel dm be micleor power, clohns ^Time'^
NEW YORK — According to a story in **Time" magazine, Israel's atomic research facilities m Dimona now produce six kilograms of plutoniimi each year which are enough to permit the manufacture of a smiall atomic bomb. The editors of "Time'' be-ieve that several countries not yet listed as nuclear powers are capaible of joining this exclusive club, including Israel, China, !ndia and Japan.
According to "Time", the Israelis have pledged! that they will pot be the (first to introduce jitomiq-^^ irOlie; ^ddle
lEasit, biit niiitfe will they be the last.
"One may safely assume," *'Time" continued, "that Israel has made all necessary preparations for the production of nuclear weapons, but is simply not putting them into-effect for the time being."
I WAS HAPPY TO TAKE the choirma^ ifed Jewish Appeol this yeor becouse 1 om convinced thot ossisf the Stote of Israel this campoign must tbke priority ;r everything with every member of the Jewish Community^ u will oppreciote thot the Stote of Israel is now in dire need ^ssistonce from the only oily thot it hos—-the Jewish people j^he bidspord. The Stote of Israel now foces, in addition to the Arabs, might of one of the most powerful notions in the world, o ibn which, even during the Casorist regime, was famous for pogroms and torture of Jews living in Russia at thot time, fortunote in o sense that mony of our people sought ond eoble to find refuge in North Americo. It is now to these pie and their descendants that I om appealing to help word the blows that we onticipote may come from this direction.

--You!
When we look bock to the doys of Hitler, we were unoble to reach them or to tronsmit any help that we might hove given them ot thot time.
TODAY WE STAND ot th^ crossroads of helping the Stote of Israel, which occepts Jews regardless of health, economics or citizenship. The most important factor is thot the two and one-holf million Jews in Israel must now be protected and assisted to the best of our ability; surely we did not help to transport them from the camps in Europe to Israel to become onnihiloted by the Russians and the Arobs.
I therefore appeal to you because if I didn't I would be failing in my duty to perform my task which 1 hove undertoken ot this time. I know if I called at your office I would be taking up some of your valuable time and it is impossible for me to coll on everyone^ I om therefore appealing to you as Mr. Abbo Ebon did in Winnipeg several doys ago, when he received o tremendous response from the people of thot fair city. I om quite certain thot Vancouver con do as well.
I MUST, THEREFORE, ASK you to help me complete the job and let us, in the final analysis, not be found wonting in our duty and responsibility to our people. I might point out to you that many people hove increased their pledges once they hove taken just o short time to sit down and think of whot it means to save and protect the State of Israel and whot the alternative is should the State of Israel, God forbid, go under.
Without us, Israel stands alone. WHAT IS YOUR ANSWER GOING TO BE? We Must Not Foil Our Brethren.
Please, won't you help? Israel is counting on you and so am I.
