PERHAPS OUR READERS will recall two people living in vastly separated countries and cultures but sharing a common bond.
The first of them with whom readers became acquainted, is Los Angeles resident, Charles Joshua Levin, a public relations specialist who wrote four articles in a series on Israel published in The Bulletin in spring 1970.
The other person is Miss Marina Kans-burg of Kharkov. A student expelled from Kharkov State University in the Ukraine because she had applied for an emigration visa to Israel, Miss Kansburg was the subject of our editorial a month ago. When we learned of her plight , particularly her harassment and that of her mother, by OVIR Kharkov chief Major Alexei Davidof, we felt that Bulletin readers would want to do something to help her gain permission for freedom of emigration to the land of her choice.
CHARLES J. LEVIN was one of those who responded to Marina's appeal for help and he told us about it this week:
"Dear Mr. Kaplan:
First may I emphasize how vital The Bulletin is to every Jewish cause and how thoroughly I read it. . .
Your editorial "Marina needs your help" (July 23) moved me deeply. I decided to follow through, but some routine surgery interfered and I finally buckled down to the task.
I am enclosing rough carbons of both letters, but am holding their mailing until I hear from you. It is, after all, concerned with the future and even the very life of a young Jewish girl. I would appreciate
if you would check both letters carefully..."
HERE ARE THE LETTERS which Mr. Levin has prepared to send to Russia, one to show solidarity with Marina, and the other to plead with the Major to grant approval for her and all Jews desiring to emigrate:
"Marina Kansburg, Ul Gudanova 9/11 Apt 11, Kharkov, Ukrainian SSR, USSR.
Dear Miss Kansburg:
This is to tell that we know of your situation, have every sympathy and understanding of your desire to go home to Israel and will not forget you. -
Since you are not given the protection of the Soviet constitution and* are really not wanted in Russia, your determination to go to Israel where you will be welcomed with open arms is in no way a reflection of any desire to harm Russia.
Your appeal to leave is a human one and has no political overtones or meaning what ever. Your feeling for Israel is as natural as your heartbeat.'
I sincerely hope that Major Davidof will understand your motives and will do what he can to grant your wish, If you are permitted to write to me, please do so.

Political observers here believe that the State Deprtment's opposition to the visa bills, as well as to the proposal for Yiddish and Hebrew broadcasts into Russia on the Voice of America, is based on a desire not to offend the Kremlin during this period of delicate negotiations on various international issues.

JERUSALEM—Finance Minister Pinhas Sapir predicted recently that Israel would have a population of five million by 1980 and announced that he has- set up a team to work out plans for industrial development that would raise Israel's output of goods to $13,650 billion compared to the present $4,550 billion.

As an American I could emigrate to Israel or England or Holland or Russia if I felt I would be happier in any of these countries. My country would not harass, imprison or "hospitalize" me. I would be free to go and take all my belongings and resources. My leaving for another land would not by any stretch of imagination be construed as an act of treason. I would love America all the more, not the less, for her understanding heart.
