ITZHAK RABIN
NEW YORK — Simon Wiesen-thal, the Nazi hunter, claimed recently that a major Nazi war criminal is living freely and openly in Chile but cannot be extradited because of that country's 15 year statute of limitations on extraditable offenses.
Wiesenthal, who heads the Nazi war crimes centre in Vienna, identified the wanted Nazi as Walter Rauff, 66, who, he said, lives in Punta Arenas, Chile, and operates a prosperous export-import business.
He said that Rauff was the man in charge of the mobile gas chambers-trucks with Red Cross markings in which deportees were locked and gassed to death as they got off trains."
According to Wiesenthal, Rauff was responsible for killing at least a quarter of a million people during World War II.
He said that the West German government has requested his extradition several times but the Chilean courts ruled that under the law he could not be extradited.
Wiesenthal said that he had written to President Salvador Allende of Chile on the matter and had received a "warm and friendly" reply from the Chilean chief executive who said he could not change the law.
According to Wiesenthal, Rauff managed to escape from Europe after World War II with the assi-
stance of the "Odessa" organization, an underground group that aided Nazis fleeing justice.
He stayed briefly in Argentina and Ecuador and came to Chile in 1947. He is not a Chilean citizen and he openly uses his real name, Wiesenthal said.
The Nazi hunter was awarded an honorary degree by Hebrew Union College-Jewish Institute of Religion at its graduation exercises at Temple Emanu-El here.
Wiesenthal said that his Vienna office is working on 330 cases of wanted Nazi war criminals but is sure of the whereabouts of only 220 of them.
He said his organization is daily in receipt of information from all parts of the world but cannot follow up all leads because of lack of funds.
He said the number one criminal on his wanted list is Dr. Joseph Mengele, the notorious death camp doctor. Mengele, an Austrian, was responsible for selecting inmates for the gas chambers of Auschwitz.
Wiesenthal said he lives in South America but his exact whereabouts are not known.
According to Wiesenthal, Brazil is the most cooperative of all South American countries in helping track down wanted Nazis and bringing them to justice.

POLICE BRUTAL, BIASED - LUBAYITCH
NEW YORK — Members of the Lubavitch Chasidic movement have accused the New York police of manhandling and beating them and shouting anti-Semitic slogans
The incident began when a number of Lubavitch yeshiva students pounded on cars driving past their Brooklyn synagogue and told the drivers to slow down. The road is closed to outside traffic as a safety measure and is for access traffic only.
According to Rabbi Yehuda Krinsky, the Lubavitch press spokesman, one of the drivers, a doctor's wife, took out a baseball bat and began brandishing it at the shouting students.
Within minutes, according to Rabbi Krinsky, scores of patrol cars had converged on the scene and policemen terrorized worshippers at the synagogue.
Several of the policemen shouted remarks like "Hitler didn't do enough to you people" as they began hitting out with their truncheons, Rabbi Krinsky alleges.
The police accused the Lubavitch Chasidim of injuring at least eight policemen, but a local tele-

TEL AVIV-Gianfranco Bertoli, and Italian anarchist arrestied in Milan recently for throwing a grenade that killed one person and injured more than 40, spent ywo years in an Israeli kibbutz as a volunteer, it was disclosed here.
The members of Kibbutz Kar-miya, a Mapam kibbutz in the Gaza Strip, had no idea that he was a fugitive from Italian police who had entered Israel under a false name with a stolen passport.
Italy, meanwhile has asked police agencies in Israel, France, Switzerland and Britain for help in finding out whether Bertoli's act was part of an international conspiracy to create disorder in Italy.
» A 35-year-old Arab believed to be from Yemen, was arrested in Venice recently on suspicion of being linked in the alleged plot.
According to Israeli officials, Bertoli, 40, arrived in the country two years ago and was directed to Karmiya by a central office
that directs all volunteers from abroad to kibbutzim. The kibbutzim are selected without regard to their political affiliations.
The officials said that Bertoli carried a valid passport and that he was never suspected or questioned because there was no Interpol bulletin out for a man of his description.
He was known at Kibbutz Karmiya as Massimo Magari.
