LONDON — An outrageous claim that Israel captured and executed Adolf Eichmann because he had been an inconvenient witness to secret negotiations before the Second World War to set up a pro-Nazi Jewish State, has appeared in the Soviet illustrated weekly, "Ogonyok," which has a circulation of more than two million.
In an article, headed "The Octopus of Zionist Espionage," Lev Korneyev alleged that Eichmann visited Palestine in 1937 to conduct negotiations for such a State.

JERUSALEM — Max Fisher, chairman of the Jewish Agency board of governors, disclosed here that a major new effort is underway to test the willingness of the Soviet Union to allow Russian Jews to reunite with their families in the United States.
He said that he had personally approached the State Department to adc^t a more liberal policy on entry permits for Soviet Jews.
Fisher described the new efforts at a press confernce. He said that .^thousands-' of affidavits have been sent to^^^^U^^ USSR re-cientty by Russian Jews living in the U.S; attesting to close family relationships with particular Jews residing in the Soviet Union.
He said the letters were fbr-warded by HIAS following a decision by a committee comprised of the leaders of all major American Jewish organizations.
He stressed that the decision was taken with the knowledge and approval of the Israeli government.
According to Fisher, fewer than 1,000 Soviet Jews a year managed to obtaui visasi for family reunion in the U.S. in the past.
But now, with as many as 20, 000 Soviet Jewish emigres living in the U.S., uicluding "noshrim" (dropouts) amd some who spent time in Israel, the pressure. for family reunions has become more intense. Fisher said.
Fisher's remarks appeared to nonplus some Israeli government officials.
They acknowledged that the government had been privy to the decision-making process by the American Jewish leadership but were vague as to at what precise stage Israel was brought into the picture.
One top official said that Israel's consistent position has been thatthe Jewish Agency should help Soviet Je^s bound for Israel and other Jewish organizations should assist those going elsewhere, provided the latter were not misusing an Israeli visa.
"We are only interested in cutting down the misuse of Israeli visas so as not to give Soviet authorities a pretext to claim that the whole aliyah movement is a sham because so many os-. tensible olim head elsewhere," another official explained.
Some non-government circles claimed that if the HIAS effort succeeds and a much larger number of Russian Jews are able to get visas for emigration to. the y.S, it could conceivably afford the Soviets the pretext to claim that aie emigration movement as a whole was to the capitalist countries of the West rather than a return to the "national home-Und^ pa-
role, in the extermination of six million Jews by the Nazis during the Second World War.
But the article omitted this reason for his execution in 1962. In 1961 and 1962, the Soviet presS reported approvingly on Eich-mann's trial and the reasons for his execution.
Korneyev also wrote in his article that Eichmann, during this 1937 visit to Palestine, sought to increase co-operation between Hitler's securi^ services and those of the "Jewish Agency in Tel Aviv."
He continued: "In 1960, the Israeli secret service captured and removed from Argentina the
war criminal Eichmann, first and foremost forone reason: to esnure that the secret deals with the Zionists and the collaboration of their secret service with the Hitlerites during the Second World War would not be divulged. . ."
In Moscow, a number of Jewish activists have called the attention of Western correspondents to the article, which has been published as part of an intensified anti-Jewish pr(^aganda campaign.
Korneyev is the author of a book and numerous articles published in the Soviet Union about Western and Israeli intelligence services.
