Its ships and planes now roam the globe and here in Canada we have been witness even to the Soviet Union's extra-terrestrial might, as manifested in its wayward satellite's plunge into our northwest territories.
What Churchill called "the puzzle wrapped in an enigma" is now coming more and more under the scrutiny of scholars and writers. Much of the new information is derived from recent Jewish emigrants who have provided a wealth of documentation on the evolution of Soviet society since 1945.
RONALD HINGLEY, from Oxford university, depends less on informants for his view of the Russian mind than on prodigious, readings of Russian literature — which he teaches and researches. His portrait of the Russian mind reveals minor changes and nuances since the revolution of 1917.

sciousness, anti-Semitism, national pride — the author demonstrates to be deeply embedded in pre-Soviet culture.
Perhaps Hingley's best insights concern the well known Russian unpredictability and inconsistency manifested in both the written and public record of Russian civilization. The mistrust of the foreigner, a charactersitic of the repressive communist regime, is shown by the author to be typically Russian.
THE TENDENCY for Russians to be schizophrenic — now asserting human rights, now engaging in unbelievably cruel repression — explains in part the ironic practice untilized by Soviet psychiatrists in committing political dissidents to mental hospitals. The schizophrenia to which we refer^ however, is being manifested by these unprincipled doctors, not the patients.
This fact is ably documented by researchers Bloch and Reddaway who . have compiled profiles of almost 150 Russian dissidents who have been subjected by Soviet psychiastrists to "treatments" for totally imaginary mental ills.
The Blpch/Reddaway book shows that most of those forcibly committed for "cures" (including a significant number of Jews) have been involved in "samizdat" writing — political activities **against the Soviet government" (in Russia this is 'ipso-facto' proof of mental derangement) — or

involvement in religious movements.
This practice, already condemned by British, American and Canadian psychiatric organizations, continues unabated in Russia.
THERE IS, of course, no reference to this infamous exercise in Victor and Jennifer Louis's paperback guide book to the Soviet Union.
Lewis, widely regarded as a KGB spokesman, has compiled a useful if uncontroversial description of Russia's major tourist attractions with special references to the sites of the Second World War. Reading this manual one gets the impression that the Soviet Union consists of monuments and architecture.
For an understanding of the tot^tarian impulses the other two books are better.

ANTI- SEMITISM COURSE AT VIENNA UNIVERSITY
VIENNA — For the first time,*" Vienna university has introduced a course on anti-Semitism as part of its general humanities curriculum.
The lectures are being given by Dr. Fritz Werner, a well-known historian, within the framework of the Institute of Jewish Studies. The response by students has been so great, that Dr. Werner will probably have to move to a larger lecture hall.

Weicker's speech but noted that he has talked regularly with Carter, Vance and Mondale for the last 17 months and "these' three men have been contmuously concerned with the survival, strength and independence of the State of Israel."
Ribicoff said that while he did not know Brzezinski as weU as he knew the others, "I think Brzezinski is a dedicated man who is workmg for the President of the United States. . . I think it is outrageous to infer that a person is anti-Semitic when there is absolutely no proof to that. I think it is a very dangerous policy for any individual to throw around and tiy to besmirch anyone with the epithet that he is anti-Semitic."

Javits (R.NY), himself a frequent critic of the Administration's Middle East policies, said the Administration was "tilting too far in favor of the Arabs" but "I cannot subscribe to the notion that there is some animus against Israel in this situation. The British leaders with whom Dayan met here are believed to have encouraged his view that Israel and Egypt should concentrate on concrete issues of a settlement rather than the semantics of a joint declaration of principles.
Dayan suggested such an approach in his talks with Secretary of State Cyrus Vance in Washington recently and claimed the Americans agreed.

Jerold Schecter, spokesman for the National Security Council, said Weicker's charges were "false, inflammatory statements." He said Brzezinski "has repeatedly made it clear that the U.S. commitment to Israel is unshakeable ^ because it is derived from the * strongest moral imperatives."
The State Department's chief spokesman, Hodding Carter, asked to comment on Weicker's speech; said, **I think what he said was reprehensible, a gross misstatement of fact, demagoguery." He said he thought Weicker has been "answered adequately by Javits, Ribicoff, Moynihan and Lipshutz."
He was referring to White House Consel Robert Lipshutz and Sen. Daniel P. Moynihan (D. NY) who were at the AIPAC Conference and spoke up immediately after Weicker's remarks.
Weicker's press secretary, Rebecca Lett, said that "those people who have read the enture speech, by and large, have had a different impression of what he was saying than those who have read only news accounts of it."
