institutions and especially, but not exclusively. Israel, for special scrutiny; for applying a double standard to things and people Jewish.
This phenomenon, which has no name, assumes a wide variety of forms but the most obvious manifestation is the special and often gloating attention paid by the media, by some intellectuals, and by the government to any deviation by Israel, no matter how trivial, from the highest norms of human rights, civility and sacrifice.
I need not rehash all the examples, but here is just a humorous one. You may know that Egypt's President Sadat, in an effort to beautify the newly returned Sinai desert, has painted five square miles of it with a blue acrylic paint.
Can anyone imagine what would happen if Israel had done such a thing? Every United Nations organ

"Just a couple of weeks ago I stood a few feet from the President of the U nited States as he denounced — with feeling and passion — the Nazis of another era." Lantos said, recalling the Holocaust Remem^ brance Day ceremony at the White House.
"I call on President Reagan now to request the Attorney-General, the Commissioner of Internal Revenue, and the chairman of the Securities and Exchange Commission to undertake an immediate and full-scale investigation, at the highest level, of this malicious Nazi maneuver."

in the United Nations — "suddenly the faintly remembered sounds of political sanity are once again being heard — and from the American delegation!"
Perlmutter emphasized that in hoping for Congressional defeat of the AW AC proposal- We do not seek an humiliatidif of the Administration. We do seek conformance in its actions with its declared importance of a strong Israel as an ally against those who would bully and blackmail the free world.**
Perlmutter's remarks were part of his annual report to ADL leaders on the agency*s activities and concerns^
He said that while it was increasingly clear in the past year that "^anti-Semitism is alive and well, there are dangers to Jewish interests which, while free of tra<ditional anti-Semitism, are f^r more formidable a threat. Oil is not anti-Semitic.
"It is a-Semitic. The thirst for it. however, causes nations to so politicize their behavior as to compromise that which classical anti-Semites could not hope to successfully assail: the security of the State of Israel.**
In discussing the League*s 1980 survey of anti-Semitic incidents in the U.S. — which revealed a three-

fold increase over 1979 — and evidence of anti-Semitism last year in Poland and in West Germany, he noted that "both the presence and absence of Jews seem to serve as stimulants to anti-Semitism.**
"It*s really irrelevant to the anti-Semites whether we stay or leave.** he asserted, "so long as theirhatred of Jews cant fatten on their image or their memory of us.**
Perliiiutter.- commenting on ADL*s relationship with evangelicals last year, said these fundamentalists are no more monolithic than Jews, and asserted that ADL will treat "the diversity of others as we would have them treat our own diversity.**
He reminded the ADL leadei^ of two points in his 1980 report — the meeting>^.ADL officis^ls had with' Popfe Johii Paul II and the Pope*s subsequent - "historic call upon Polish Americans to cooperate with ADL.** and the fact that the death sentence of Iranian businessman Albert Danielpour had been stayed.
"We Jews.** he declared, "have risen Phoenix-like time and time again from discrimination, persecution and worse. Conversely, however, so have our victories not infrequently turned to dust. You see. since my glad report. Danielpour has been executed and 30.000 Jews remain, fearfully, in Iran.**
And. he went on. "since my report on our affable morning with the Pope, the Vatican has hosted the PLO*s foreign minister and has tolerated the anti-Israel machinations of the terrorist accessory. Archbishop Valerian Capucci.**
"Ours is.not the work of a day." he concluded.

report by a lawyer named Dickstein. but it is suppressed.
We need a new language to express this phenomenon, this double standard, this super scrutiny of things Jewish and Israeli, this singling out of Israel. It is more than anti-Zionism. It is different from traditional anti-Semitism. Anti-Judaism does not quite capture it. because it is not completely directed against the religion and theology of the Jews. Its esence is anti-Jewishness. an assault on Jewish values, on things and attitudes Jewish, on people who reflect their Jewish ness.
Our mission is to place this assauh on Jewishness — by Moscow, by Teheran, by Buenos Aires, by Havana, by the media, by some students, by some blacks — high on the international human rights agenda. Jews are not currently reaching a sympathetic audience, particularly in the Third world, in Europe and on university campuses.
We must be prepared to defend Jewish rights anywhere on the globe, whenever the attack occurs, and to anticipate and put out the fires even before they occur. Never again should any Jew need to face repression alone. I praise ADL for its work in this area: 1 commend it.
Jews have been perceived as a people in power, as a people who are wealthy, as a people who can take care of themselves. But in the international arena, we are the underdogs. Let there be no mistake about that. We need the support of others as well as of ourselves.
Our record on human rights makes us entitled to the support of others. We have helped many others overcome. Now we must overcorne.
