MONTREAL ^ A poUcy stated ment from Dennis McDennott, president of the Canadian Labor Congress relating to the current situation in^Lebanon was communicated to IrWin X^btleiV Canadian Jewish eoti0«ss president by John Barker, CLC director of international affairs. The statement reads in part: "Long years of valued associatipn with the trade union movements of Israel and Lebanon have given the Canadian Labor Congress not only an exposure to the realities of the area but also a strong sense of comnutnient to the need^ f ah effective peace in the Middle East. — "This bais to be built oh iie]^tir atiohs which reflect two sets of obiigationsv 1^
countries and peoples must categdr-ic^iiyaccfeptlsirael'i right io and I liye within and recog-
nized bohiularies. Cohtinuwl violence against Israel is totally iiicbni-patible With^^
^Fdr its parti Israel must honor the^ilahip David acco^^ as It did in VntEdrawiiig fr^ Sinai, by recog^iigtbe Icj^timate rights of the Palwtihian people their just

"That tbe principal requiremeilts will remain a.natidnial homeland for the Palestinians is obyious to the CLC, and it is the View of the CLC that the hatred of th^PLO terrorist organization for Israel is, in fact, a major impediment in the way of the Creadon of a Palestinian honielahd. ^ **The Israeli invasion of libahoh inay have broken the power of the PLO, enabling the Palestinian people to secure constructive reprcr sentation, and this outcome would be welcomed by the Canadian Labour Congress.
"We do not welcome, and we emphatically dei>loie, the loss of life in Lebanon. Through the trade union movement in that country, the CLC will contribute to relief and rebuilding efforts once the Lebanne authorities are actually exercising sovereignty in their own country.
"This they have hot done since the arrivaf of the PLC, following the expulsioh of this organization from Jordan and then Syria.
