The recent move by the government of Canada to introduce changes in the divorce act is something that concerns all Canadians. That includes this country's Jewish population;
The Justice Minister's pending,legislatfon will facilitate divorce in two ways: by incorporating a no-fault principle and by reducing waiting time after separation to a one year period.
Thus divorce in this country will become easier and quicker to obtain/The government justifies the legislative change on the grounds that Canadians are suffering needlessly under current statutes.
It is instructive to note that only two groups in Canada have spoken out against the |>roposed changes —^ the Catholic Bishops of Canada and^a small coalition of feminists in Eastern Canada.
No Jewish organization has issued any statement on the subject.
We hope that the reasons lie in the spheres of administrative inertia, because from the Jewish point of view, in so far as it is possible to use suchaii* umbrella term, making divorce easier is not a desirable thing.
The rabbis tell us that when a divorce takes place the S/i^i^/iijnroJtseif weeps at the tragic, spectacle. Divorce splits asunder the home, the family and tlie unit which Kidushm has brought together.
' Despite this position, Judaism has always made provisions- for the exceptional case in /which a marriage niust be dissolved. Even in this case the divorce was hedged with all manner of inhibiting procedure including the onerous preparation of the Get^ the divorce document. Judaism then allowed, divorce but on|y under extraordinary circumstances.
The proposed legislation in Canada will further injure the-st^bility of the family unit by providing an excessively easy exit from marriage for those who are unwilling -to put up with the- natural combativeness which all marriage includes. The first fight or misunderstanding between a couple could now be cause for separation or lead to divorce — if the new legislation passes^ ;
For this reason alone the proposed amendments are precipitous and unwise.

Vancouver City CounciI*s discussion concerning guest speaker. Dr. Henry Kissinger, for the Arts, Sciences and Technology Centre's Feb. 22 fundraising dinner has stimulated a great deal of media and citizen comment. While this general interest may have helped ticket sales, it is rather unfortunate that much of the criticisms directed at Council and myself are based on inaccurate interpretation of what actually transpired. Consequently, I would like to review certain facts.
As Mayor, 1 Am a patron and supporter of the Arts, Sciences and Technology Centre which I genuinely believe to be an excellent concept. I also hope to help raise funds for the Centre*s operations in 1986, until the dream for a permanent legacy in B.C. Place'from Expo ^6 can be realized. i
Because I am a patron of the Centre, it was logical for me to agree to be a patron of their World Affairs Dinner, although the choice of Dr. Kissinger as main speaker, I personally questioned due to the controversy over his involvement with Cambo^ dia, Chile, Central America and other parts of the world. At the same time, I do appreciate that Dr. Kissinger was awarded a Nobel Prize for his roles in the Middle East, in detente and in the opening of refationships between the United States and the People's Republic of China. There are, nevertheless, more appropriate people to invite to an apolitical, non-profit fundraising event.

With reference to my own remarks during Council debate, at no time did I Intend to insult Dr; Kissinger personally, nor to prevent him from coming. I do, however, hold different political views. Furthermore, the reference I made to Klaus Barbie, the Bjilcher of Lyons, was: as an example of someone who ftrould be totally unacceptablefor any organization to Invite as guest speaker. 1 did notconipare Barbie with Kissinger.
You will, no doubt, appreciate that'l deeply regret that my remarks have been interpreted as a personal insult to Dr. Kissinger or that Council's Intent was to limit free speech or interfere in the rights of citizen's organizations iii our city to invite the speaker of their choice.

Presently, we are very concerned about the ongoing problem of Soviet Refuseniks, as there are more Prisoners-of-Conscience than ever before. Contact with Russia is so tenuous and difficult, that it is now more imperative than ever that we maintain their lifeline tothe free world. It is now a matter of such urgency, that thecommunitymustdo everything possibleto come to their aid. ^
What is needed is an oxganized campaign by the community to get our message,of concern for the Refuseniks to Soviet officials. It is so important to send as many telegramsand letters as possible to the USSR. ^
