Together, they oJBfered a complete program of aid to the newcomers, providing all the services needed to bring about rapid and thoroughgoing adjustment. These agencies were the National Refugee Service and the National Service to Foreign Bom of the National Coimcil of Jewish Women. They were now confronted with one cf the largest tasks they had evei undertaken. The first phase, which had to be entered into almosit immediately was "Operation Oswego." Under the Presidential directive, the refugees in th Emergency Shelter were to be permited to apply for quota visas and enter the United States as immigrants. This had to be done within weeks, so that quotas for subsequent months could be used for immigrants from Europe. A rustti job of migration assitance, transportation, and re-settlemen was required. NRS and NCJW jouied forces for the purpose. The speed and eflfctivenes with which the liquidation of the Oswego shelter was carried out are matters of hisory. The cooperation of the two agencies, whidh worked so well at Oswego, was then extended to the larger tasks in connection with immigration from overseas. For over a year NRS and NCJW had been discussmg the possibilities of combining their national pro-prams in this field with a view to ending duplications and creating a comprehensive xmified service. This logical step was now pushed to completion. All considerations r-'- of agency prestige or "vested interest" were brudhed aside for the sake of beter service to the clients and the comm^mity at a time when every available resource had to be employed to the utmost. The result was the formation of United Service for New Americans, consolidating the two agencies and inheriting from both their trained proressional staffs, experience, and "know-how," together with their programs and responsibilities. The consolidation also placed at the disposal of the new agency the ti-emendous resevoir of skilled vol-imteer women workers who had been professionally tiained and supervised by the National Service fr? Foreign B'om of NCJW, as well as the devoted local committees throughout the comtry which had co-operated with NRS. The consolidation was effected on August 1. United Service for New Americans came into existence without the slightest onter-ruption of lactual work. A high degree of co-operation had already been achieved on a practical basis, in the migration program, the reception service on the piers and in the hotels wihere newcomers nvere given shelter, as well as in other phases of work. Enjoying the financial sup^port previously provided for the work of NRS by the United Jewish Appeal, US service for New Americans furnishes the greatest and most complete welfare program or newcomers ever offered in this country. It begins even before they arrive, furst with location services that put refugees abroad in touch with their relatives here, and then v.rith migration service which provides help and guidance in preparation and filing of affidavits and' other documents required in arranging for visas.
