Mr. Wolfson went on to state that •'Zionism is the force which makes for Jewish survival. Only if we propagate that force will we have contributed to the perpetuation of our worthwhile Jewishness." Following Mr. Wolfson's address, Dr. J. Secter, who acted as moderator of the session, called upon the following panelists for comment: Mrs. M. Goldberg, Sam Kaplan, Leo Marcus, and Dr. S. Margolese. The panelists endeavored to define the work of the Zionist Cultural Institute, and suggested that Zionist cultural endeavors could only be furthered by bringing those many people interested in education under a common roof such as the Z.C.I. Reference was also made for the need to acquire a Zionist card-carrying membership, and the need to expand the work of the Z.O.C. in the propagation of the Hebrew language. Following the noon luncheon break, the conference was reconvened, and under the chairmanship of Dr. C. Ames, the topic, "Role of the U.I.A. Dollar" was discussed. Guest speaker was Joseph N. Frank, of Montreal. Mr. Frank outlined the accomplishments of Zionist fund-raising since early beginnings of Zionist history. He pointed out the great needs which must be met in the current year in the light of heavy immigration presently pouring into Israel. Mr. Frank pointed out that two-thirds of the burdfen of financing this new immigration was being borne by the citizens of Israel, whereas only one-third is being borne by Jews outside of Israel. He stated that in the last year U.I.A. of Canada submitted $2,-746,000.00 to Israel for immigration work. Mr. Frank spoke with pride of the manner in which the Z.O.C. has acted as custodian of U.I.A. funds, and explained in detail expenditures made in Canada. A panel consisting of Morris Jacobson, Morris Feldstein, Albert Kaplan, and Lou LeFohn then posed questions to Mr. Frank. Mr. Jacobson questioned how the Prime Minister of Israel, Ben-Gurion, could criticise Jews in the Diaspora for not sending from those elements of the camr munity who are not facing up adequately to their Jewish responsibility. In replying, Mr. Frank outlined a number of techniques which have been successfully employed in other parts of Canada. Mr. Kaplan raised the question of welfare funds, and specifically wanted to know if U.I.A. experience with welfare funds has been a happy one, and if, in Mr. Frank's opinion, U.I.A. received its fair share from such funds. Mr. Frank replied that in his opinion the U.I.A. does not receive its fair share from welfare funds especially in the light of the fact that the main appeal in these campaigns is made on behalf of Israel. Mr. LeFohn questioned the prerogatives of the Zionist Organization nationally in determining from community to community the amount which the U.I.A. would receive from any given campaign. He went on to state that without this discipline the national organization could not continue to exist as an effective instrument. Following the U.I.A. session, a report on Student Zionist activities on the University of British Columibia campus was ffiven by Brian Wine, Student Zionist president. The following resolutions were passed at the conclusion of the Conference: 1. The Pacific Regional Conference of the Zionist Organization of Canada, assembled in Vancouver on the weekend of Sept. 8 and 9, extends greetings to the President and people of the State of Israel, and re-affirms its dedication to the ideals of Zionism and the restoration of Israel. 2. This Conferenccvxe-affirms its desire to expand the promo-ion of Hebrew as a living tongue, and calls upon all Zionists to support local institutions, 3. The Conference extends congratulations aiid words of encouragement to Sam Kaplan and his executive on their excellent efforts in organizing Ulpan coures in Vancouver, and urges that such courses be continued and expanded. 4. The Conference commends the excellent programme of the forthcoming 36th National Convention of the Zionist Organization of Canada, and urges that as large a delegation as possible from the Pacific Region attend this historic Diamond Jubilee convention. 5. The Conference views with favor the establishment of a Zionist Culture Institute in Vancouver, and calls upon the Regional Executive to take immediate steps towards this end. 6. Recognising the primacy of the U.I.A. dollar in the task of the upbuilding of Israel, this Conference calls upon all Zionists and friends of Israel to extend maximum effort in support of the U.J.A. Apeal. 7. This Conference extends greetings to the President, Albert Kaplan, and Executive of the New Jewish Community Centre, and expresses the desire to co-operate closely with the New Centre in this new endeavor. 3.
