We know which industries we want to develop and can point to the specific enterprises in the establishment of which we are interested. Our representatives are re-(piired to act as super-salesmen. It is much more difficult to sell the idea of investment than to sell an actual product, especially when we expect the investors to channel part of the output to export markets already in their controL In adopting this direct approach we have to ask ourselves whether it is preferable to sell the idea to actual manufacturers, or to marketing firms. There is no one shigle answer to this question. Ais a rule it seems preferable to interest the manufacturer in a product we should like to see produced here, and persuade him to carry out the contemplated e:q)anslon of bis business in Israel rather than abroad. This is to his won advantage shice the actual outlay of capital, in view of the far-reaching benefits according to him under the Law of Capital Investments by way of outright grant, loans, tax exemptions, etc, is much smaller than the amount required for a similar expansion abroad. The expected profits, as a result of the smaller capita invest-^ ment required and the use of cheaper production factors, are also likely to be larger. The main condition, as stated, is that the products be sold through the investor's existinjg marketing outlets. However, as stated, it is possible for a marketing firm dealhig in goods in which we are interested to set up a suitable plant in Israel, with or without local partners in order to sell these goods through its own markethig channels. The equity capital required is not too high in view of the substantial grant and loans received, and it is even lower if local investors share hi the capital. The Investment Authority is willing to try to locate such local investors provided they are offered a well-founded project based on foreign markets. D. Encouragement of Investments in Science Basedln:^_ dustries Much has been said re^ cently about the establishment of science-l)ased industries in Israel. This is no doubt that Israel hias obvious advantages hi this field. There is an ample suivly of highly tr ahied and skilled manpower, hi addition . to highly-developed scienUtif r e se a rc h institutes and a generally fftvour-able industrial climate.
