He said if they waited for action from a national or international Jewish organization it could be too late. T^oxman urged Jews to respond to editorials or articles that they considered incorrect or defamatory, during a disciission on "Is anti-semitism a growing threat in the world.'' Also participating were Alfredo NEW YORK - The Union of American Hebrew Congregations has established a national Committee on Cults and Missionaries "to combat the activities of deceptive proselytizing groups," it was announced last week. The UAHC represents 770 Reform synagogues in the United States arid Canada with 1.25 million members. In making the announcement, UAHC president Rabbi Alexander M. Schindler said that some missionaries are making: special approaches in targeting young members of the Jewish community. "It is estimated that JeWs make up 12 percent of recruits to cults," the Reform Jewish leader said, "This is a problem of major proportions, one that the American Jewish com- munity cannot afford toignore." He added: "The new committee will provide the guidance needed by UAHC congregations in their efforts to cope with the complex, and acute personal and community problems created by aggressive proselytizing groups." demand Schindler pointed out that the Comrnittee on Cults and Missionaries had been formed following the "overwhelming demand" expressed at the UAHC biennial assembly last fall for an organized national effort by the Reform movement against what he termed "increasingly aggressive and manipulative tactics employed by proselytizing groups." The UAHC committee is composed of 24 rabbis, psychologists, social workers, lawyers, educators, ex-cult members and young people. Staffing the committee is Annette Daum, coordinator of in-terfaith activities for the UAHC and author of Missionary and Cult Movements. The UAHC department of interreligious affairs will publish a newsletter describing new techniques used by cult groups arid will report on cooperative efforts by inter-religious coalitions to oppose cult activities. Newberger, executive vice-president of B'nai B'rith district 20 in South America, ind David Lack, "the B'nai B'rith and World Jewish Congress represeri-tative in Geneva. Both Foxman and Newberger also stressed that by working with non-Jewish groups in their localities Jews can help in "sensitizing" them for the time when a crisis does occur. But Foxman decried the factthat it is not until Jews speak out that others protest against incidents of anti-semitism. As an example, he noted, that it was Jews who first denounced the anti-semitic remarks of Rev. Jesse Jackson and Black Muslim leader Louis Farrakhan before' they were condemned by othei?. La'bk stressed that Jewish organizations have to do more to pressure European countries to oppose the anti-semitic and anti-Zionist attacks in the US. He said it should be pressed in every city where West European countries have embassies or consulates. In Soilth America, Newberger said, the growth of democracy in such cdun^ tries as Argentina and Brazil have made it necessary for the Jewish community there to find more "subtle" means of combating anti-sehnitism on the right and the anti-Zionism of left wing groups. He said Jews in South Ameri- ca have had experience in dealing with totalitarian countries and now must meet the new threats that have emerged in democratic countries. ' Newberger also noted that there is a growing presence of the Palestine Liberation Organization in South America which is causing concern to the Jewish conimunities there. Israel's ambassador to the U.S., Meir Rosenne, declared that Israel cannot accept a "double standard" in which it alone is condemned in international bodies. "We are a sovereign state and what we ask for is one thing and that is the implementation of the same principles of international relations that are being applied to any other state," Rosenne told the delegates to the biennial convention. The Israel enyoy noted that the United Nations Security Council is considering a resolution to condemn Israel and to order it to evacuate its troops from South Lebanon. But, he said, there is"no refer^ ence to the withdrawal of the Syrians'' although Syria occupies some 68 % of Lebanon; Rosenne stressed that Israel does not want "one inch of Lebanese territory'' but will not withdraw until it is satisfied that Israel's northern border will be secure, the reason Israel went into Lebanon in the firsr place. "We simply cannot accept in 1984 to see thousands of Jews live in underground shelters," he said. The envoy stressed that peace will come to the Middle East if instead of pressure being put on Israel, pressure is put on the Arab States to negotiate with Israel. He also said peace requires a strong Israel. ; Rosenne said that while Israel has ''fulfilled all our obligations" under the Egyptian-Israeli peace treaty, Egypt has been violating the treaty, specifically because it has failed to return its ambassasdor to Israel for the last two —years. . ;-— He said Israel would have to thiiik twice before negotiating with an Arab state ' 'before the peace treaty with Egypt is fully implemented." He stressed at the same time that the peace treaty has been a major achievement. ' Acknowledging the concern ariiorig Amreican Jews about Israel's election results, Rosenne assured the audience that" wisdom will prevail and we will have a government of Israel." He said that "one thing we can all be proud of is that Israel has remained a democracy in spite of 36 years of war."
