In a comprehensive report issued recently the Council of Churches in the major British fishing port of Hull calls for many of the reforms demanded for the industry by organized labor.
The churchmen's observations come at a time when the trawl industry is reported to be in crisis in some areas and fishing communities are still grieving the heavy loss of life aboard trawlers off Iceland early this year.
The Transport and General Workers Union, which represents several thousand crewmen aboard Britain's deep sea trawl fleet, is fighting for implementation of an 18 point "fishermen's charter" which would revamp conditions under which trawlermen work. Many of the points raised in the proposed charter find a strong echo in the Council of Churches' recommendations and comments.
Trawl vessel owners' representatives reacted predictably to the report which they dismissed as "failing to ascertain the facts."
CHURCH PROPOSALS
The churchmen's report, however, is on common ground with the union in urging:
Higher basic pay for skippers and crews and less emphasis on bonus payments; building up of a "strong representative body to speak for the men employed in the industry;" reform of punitive machinery to deal with alleged shipboard offences; increased shore leave between trips; de-casualization of the industry aimed at creation of a stable labor force.
On safety at sea the report deplores "the tone of complacency
in some recent pronouncements. The public," it says, "will need to be assured that the most vigorous research is being undertaken and that where safety regulations are required, they will be adhered to under competent inspection.
The employers' responsibility is "certainly not exhausted by payment of a wage for a service rendered," the Council says, and "the present procedure whereby crews supply their own gear . . . is degrading."
PRICE IN LIVES
Noting that some industry spokesmen have claimed that "all that can be done has already been done," the report asks:
"Have we any right to go on paying this price in human life? Can we justify a public subsidy to an industry which has been termed 'suicidal'? Would money be better spent in bringing (in) new industries ... or in promoting fish farming and the inshore fishing industry?
"It is reasonably certain that larger ships are safer ships, and certainly provide better conditions, but rapid progress toward modernization will require massive injections of capital," the Council contends. "If we wish to go on eating fish it is virtually certain that, one way or another, we shall have to be ready to pay more for the privilege."
