Four Day Fishing Week On Johnstone Strait Pinks
A four day week on pink salmon will be allowed in Johnstone Strait Areas 12 and 13 from July 14 to September 14, the federal fisheries department announced last week.
As in previous years, however, stringent closures will be imposed on the chum fishery. Areas 11 to 18, including District 1 and the Fraser River, will be closed to commercial fishing after the week ending September 14, "with the exception of that permitted under regulations of the International Pacific Salmon Fisheries Commission and with the possible exception of regulations designed to permit exploitation of spring and coho salmon in the Fraser River."
The department's information bulletin notes that pink escapements to the Johnstone Strait study area in 1966 totalled a record 1,316,000 fish. The only exceptions to the generally good escapement level were in the mid-Vancouver Island and Thompson-Bond streams.
On the basis of the 1966 escapement, this year's return is expected to be some 4.2 million fish, comparable to the 1966 return.
"The proposed fishing pattern developed for the 1968 season has been designed to provide an escapement of 1.2 million fish and a catch therefore, of three million," the bulletin states. "The proposed pattern also includes special protection for stocks destined for streams in the Thompson-Bond region."
PROPOSED REGULATIONS
Proposed fishing periods for pink salmon are:
AREA 12
Net Fishery: July 14 to September 14, 6 p.m. Sunday to 6 p.m. Thursday, excepting Thompson and Bond sounds and Tribune Channel which will be closed to salmon fishing from 6 p.m. August 8 to 6 p.m. September 1.
Area closed to salmon net fishing until further notice effective September 14 for conservation of chum salmon.
Troll Fishery: July 14 to September 14, may be restricted to net fishing periods in Area 12 inside the surf line.
AREA 13
Net Fishery: July 14 to September 14, 6 p.m. Sunday to 6 p.m. Thursday, excepting mainland inlets which may be closed to salmon net fishing effective August 8.
Area closed to salmon net fishing until further notice effective September 14 for conservation of i chum salmon.
AREA 14
To remain closed to salmon I net fishing.
AREAS 15 AND 16
Fishing permitted during the same periods as in Areas 12 and 1 13 except that mainland inlet closures may be required during the season. Areas to close to salmon net fishing effective September 14 for conservation of chum salmon.
Proviso: If the actual return differs significantly from the predicted return, the number of fishing days per week will be ad-
justed according to the strength of the return.
CHUM EXPECTATIONS
Outlining the basis for proposed chum fishery regulations, the bulletin reports:
"The chum salmon stock returning to the Johnstone Strait-Fraser River region in 1968 will consist of age three fish produced from the 1965 escapement of 312.700 and age four fish from the 1964 escapement of 723.600.
"On the basis of the brood escapement levels and of the relationship which exists between the return of age three fish in one year to the return of fish at age four the following year, a total return of chum salmon to the study area of 1,005,000 is expected."
During the past four year cycle, 1984 to 1967 inclusive, the bulletin continues, escapement in the total studv area has ranged between 313,000 and 832,000. with an average of 639,000.
By comparison, escapements in the 1949-1954 period ranged between one and 1.6 million, averaging 1.2 million.
"At the predicted level of return of 1,005,000, therefore, allocation of the total return to escapement would result in a substantial degree of rehabilitation if a balanced escapement could be achieved," the bulletin states.
"In recent years, however, the only streams which have shown any significant increase in escapement levels, have been those which support relatively late stocks — those stocks which enter Johnstone Strait after mid-October and the Fraser River after mid-November.
"If the 1968 stock returns at the predicted level but with tho strength of the return weighted in favor of the late segment, as anticipated, consideration will be given to a limited late season fishery."
PROPOSED REGULATIONS
On the assumption that this year's return will be at the calculated 1.00*5,000 level but with strength only in the late segment of the season, proposed regulations are:
• That the entire study area, encompassing Areas 11 to 18, and District 1 including the Fraser River, be closed to commercial fishing until further notice

after the week ending September 14, with the exception of that permitted under regulations of the International Pacific Salmon Fisheries Commission and with the further possible exception of regulations designed to permit exploitation of Chinook and coho salmon in the Fraser River. • That should the stock, as measured by purse seine sampling in Johnstone Strait and by gillnet test fishing in the Fraser River, return at a level equal to or greater than predicted, consideration be given to a limited chum salmon fishery in Johnstone Strait after the week ending October 19 and in the Fraser River after the week ending November 23. It is essential that the stock receive maximum protection prior to those dates.
The bulletin reports that periodic meetings will be held with department officers at Campbell River or Alert Bay during the season to review the pink salmon run, and gillnet testing on the Fraser River and seine testing in Area 12 will be undertaken during the period of chum salmon migration.
