NDP advances program to assist Native people
A seven-point program designed to improve living conditions of Native Indians is being advanced by the New Democratic Party.
Proposed by Gordon Dowding, sitting member for Burnaby-Ed-munds, the program would provide great financial assistance, special educational programs, strict ob-
servation of legal rights and participation by Native Indians in all matters affecting them.
Dowding's proposals were placed before the NDP provincial council at its recent meeting after Len Maracle, executive director of the B.C. Association of Non-status

Indians, and Mercy Robinson of Atlin outlined Native demands.
The seven points of the program are:
•Low interest loans to Native Indians for economic development
•Assistance in obtaining land for housing
•Educational programs designed
for Native needs •Respect of Native civil rights
and programs to assure Natives
of legal aid and counselling •Native children from broken
homes to be placed with Native,
not white foster parents •Strengthening of the Human
Rights Act to protect the rights of
Natives
•Involvement of Natives to a greater degree in matters affecting them, accompanied by measures to encourage Native staff members in all government departments.
NDP provincial leader Dave Barrett said the way the B.C. court system treats Native Indians is "almost inhuman."
"Prisons are one of the greatest social injustices to Native Indians," said Barrett.
"Fifty percent of the female population of Oakalla prison is Native Indian.
"Between 40 and 60 percent of the girls in Willingdon school are Natives. And the present government does nothing about it."
Earlier, Maracle had given figures showing that only three percent of British Columbia's population is Native Indian but 35 percent of the B.C. prison population is Indian.
The provincial education department, he said, should sit down with a group of Native Indians and design educational programs suitable to the needs of Native people, something the Natives themselves have been trying unsuccessfully to obtain from the present Social *>edit government.

'End giveaways' say Communists
A halt to the giveaway of British Columbia's natural resources and an immediate start on development of secondary industry were called for last week as the Communist Party announced its platform for the August 30 provincial election.
Nigel Morgan, the party's provincial leader and its candidate in Vancouver East, said energy and mineral resources should be processed within the province under the control of "democratically controlled and publicly owned crown corporations."
Emphasizing that priority must be given to "putting B.C. back to work and creating 100,000 new jobs," Morgan said the province's resource exporting base is responsible for an unemployment rate always among the highest of any province."
"Foreign and domestic monopolies," he said, "are making fabulous profits exporting our raw materials while unemployment continues to climb. This must be ended."
Development of a steel and copper smelter in B.C., Morgan held, would also help make the long overdue rebuilding of a Canadian deepsea merchant fleet a reality.
NOT ALTERNATIVE
He warned that the Conservative and Liberal parties are no more prepared than the Social Credit government to change the direc tion of existing policies.
In fact, he noted, the Socreds "during 20 years in power have merely carried forward "with a vengeance" the process of giveaways begun in the days of the Liberal-Conservative coalition.
All three old line parties are "parties of big business, wedded to
policies favoring giant monopolies," Morgan declared.
However, he added, the August 30 election affords an opportunity of breaking monopoly power and ensuring that "resources which belong to the people are returned to them and developed in their interests."

CHIMO r
Before that, the vessel had been at Prince Rupert where her owners made attempts to sign a marketing agreement with Prince Rupert Fishermen's Cooperative Association.
Full support for UFAWU members in their dispute with Chimo Fishing Company was pledged by J.V. Dixon, business agent of the Deep Sea Fishermen's Union, which bargains for shore-workers at the co-op plant. Dixon and UFAWU representatives met at Vancouver on July 21 to discuss the situation.
The Chimo 1, which finally left Prince Rupert without selling her catch, subsequently hailed at Vancouver halibut exchange but attracted no bids. Later came the report of her unloading at Coal Harbor, followed a few days later by the company's bid to open negotiations.
Packers report net income up
In an interim report, B.C. Packers says it recorded a net income of $1,786,000 or $3 a share in the 24-week period to June 18, up sharply from $1,023,000 or $1.72 a share in the comparable period last year.
Sales and other operating revenues amounted to $50,179,659, an increase of nine percent over the corresponding figure of $45,965,699 in 1971.
The latest boost in the Weston subsidiary's profits maintains a spiral which saw net profits for the whole of 1971 reach double the 10-year average.
