• Having listened for years to B.C. fishing companies' complaints about lack of markets, fishermen will be happy to know that Dr. Michael Shepard, director of the Fisheries Service's resource management branch, recently told a panel discussion sponsored by the Canadian Institute of Food Science and Technology at Ottawa, "Our problem today is finding fish for our markets, whereas 16 years ago we had trouble finding markets for our fish." Picture shows part of the display at the "Seafood Soiree", reportedly the largest exhibition of fishery products ever assembled in this country, organized in conjunction with the panel discussion.
Harvesting restrictions on shellfish proposed
Several proposed changes to British Columbia Fishery Regulations, most of them applicable to the harvesting of shellfish, have been circulated by the federal Fisheries Service for comment by industry organizations and other interested parties.
"Proposals listed for consideration have been received from various sources during the past year and do not necessarily carry the support or approval of

the Fisheries Service," says Pacific regional fisheries director W. R. Hourston.
Views and comments on the changes should be returned to Hourston's office not later than February 28.
Proposals are as follows:
—Ban multiple hooks for salmon and steelhead fishing in all non-tidal waters so as to reduce mortality or severe injury to fish caught unintentionally, and to minimize the incidence of "jigging." The ban would apply September 1 to December 31 annually.
—Institute a daily limit of 12 abalone per person in Georgia Strait and adjacent inlets, with a limit of 24 abalone for each person fishing two or more consecutive days. Aim would be to curtail over exploitation and ensure that abalone are "available for the greatest number of people on a sustained yield basis."
In addition, ban all commercial harvesting of abalone in Georgia Strait and adjacent inlets so as to "conserve limited stocks (and) provide for recreational or personal use."
—Effective April 1, 1974, make it mandatory for all persons digging clams or picking oysters commercially — other than from registered oyster leases — to possess personal commercial fishing licences. The intent, according to the department, would be to "better control commercial shellfishing" and to separate commercial operations
from harvesting for sport and personal use.
—Define the word "operator" to include, for the purpose of commercial licensing, persons who dive commercially or "otherwise fish for abalone, sea urchins, or other sea-bottom organisms."
—Institute a daily limit of 24 littleneck or butter clams per person in Georgia Strait and adjacent inlets and a limit of 48 clams, shucked or in the shell, for each person harvesting clams on two or more consecutive days. This proposal is based on conservation needs.
—Close the waters of Hammond Bay near Nanaimo to all commercial clam digging inside a line between Neck Point and Lagoon Head with the aim of reserving clams in "this heavily harvested area" for sport or personal use.
—Set a daily non-commercial limit of 24 oysters per person, shucked or in the shell, in all B.C. waters, and a limit of 48 oysters for each person harvesting oysters on two or more consecutive days. Object would be to prevent the further depletion of oysters by persons taking "large quantities over and above reasonable amounts for personal use."
—Close to commercial abalone fishing the waters of Barkley Sound adjacent to the Broken Group of islets in order to reduce fishing pressure in an area which is to become part of the Pacific Rim Park.
