Cameron says Norpac meet 'disappointing'
A Canadian member of the International North Pacific Fisheries Commission says his overall impression of the commission's recent annual meeting in Tokyo is one of disappointment.
The blandly worded two-page release the commission issued November 9 gives scant hint of the exchange on Bering Sea halibut stocks, which, according to Canadian Commissioner James Cameron of Pender Harbor, was "quite heated."
Recommendations for conservation in eastern Bering Sea have been made annually since 1963 by the commission. However, this year — for the first time, according to Cameron — the three national sections reached no agreement and no recommendations were made.
While Japan agreed to a Canadian proposal for an interim meeting of the commission to discuss effects of trawling on Bering Sea halibut stocks, the U.S. had reservations, and no decision was made, Cameron said.
Sessions of the commission extended over three weeks, with two weeks of scientific sessions preceding the week-long plenary session. Kenjiro Nishimura of Japan was chairman during the sessions.
The commission reviewed the
results of conservation programs and scientific research on North Pacific fishery resources, the release stated, with some 100 administrators, scientists and industry advisers taking part in discussions.
The commission adopted a resolution recommending that the governments of contracting parties give consideration to the conservation needs of salmon stocks in areas of intermingling when they prepare regulations for future operations, the release reported.
This resolution "also pointed out the necessity of giving special attention to the implementation of adequate conservation regulations with regard to salmon, as reflected in the patterns of fishing activities."
In the case of certain fishery resources being exploited by fishermen of two or more of the member countries, such as king crab and tanner crab resources of the eastern Bering Sea and groundfish other than halibut in the northeastern Pacific, scientific studies are being continued.
In addition to Cameron, Candaian members of the commission are C. R. Levelton, Donovan Miller and R. A. Pierce. The commission's 1974 annual meeting will be held in Seattle, starting November 4.
