tion of the 200-mile concept doesn't keep pace with the foreign depletion of her resources. Consistently he backed away from the suggestion — advanced by the UFAWU notably — that unilateral action must be considered as a realistic contingency.
External affairs minister Mitchell Sharp was another one. He told an audience of fishermen in Yarmouth, N.S. recently that gunboats won't be necessary to enforce extended fishing limits should the Caracas conference fail.
"Whether the Russians, or any of the other nations with the big fishing fleets, are really the bad boys so many people seem to think they are, or not, the demand for tougher enforcement is there," the East coast fishing industry publication, The Sou'wester, editorialized recently.
And, interestingly enough, the same Soviets whom Jack Davis claimed at this year's UFAWU convention would be a problem at the Caracas meeting, adopted the 200-mile concept June 28.
Of the major fishing nations, Japan now is the only remaining opponent of the 200-mile limit, though criticism of one possible aspect of 200-mile fisheries zones has come from British Liberal MP A. Beith.
He was sharply critical of the support given by the British Trawlers' Federation to the 200-mile limit, claiming the trawler-men paid no attention to the interests of inshore fishing.
"The trawler owners' enthusiasm for a 200-mile limit is based on the assumption that they can get advantageous swapping arrangements. This means they fish foreign inshore waters in return for rights to fish our inshore waters," Beith declared.
States participating at the Caracas conference may approve the Canadian position at a final plenary session next month, or they may withhold ratification until next year's followup meeting in Vienna.
Though Canada has so far balked at unilateral action in defence of its fisheries resources, many smaller countries have shown no such hesitation.
As early as 1952, Chile, Peru and Ecuador declared that they possessed sole sovereignty and jurisdiction over an area of sea adjacent to their coasts extending not less than 200 nautical miles and took action to enforce their claims, largely against U.S. tuna vessels.
In 1970 in Montevideo, Uraguay, nine Latin American countries adopted a "Declaration of Principles on the Law of the Sea" proclaiming defence of 200-mile maritime rights.
Around the same time many African and Asian states, including Sierra Leone, Guinea, Tanzania, Senegal and Pakistan, declared territorial seas ranging from 18 to 200 miles.
Norway, Australia, New Zealand and France have also recommended coastal jurisdiction over their fisheries to a distance not exceeding 200 miles.
