terms of reference of a provincial study designed, according to them, to develop fisheries at present underutilized," Hewison said.
A government herring program would have the added advantages of ensuring "the most rational use" of the herring resource while protecting hundreds of shore jobs.
A similar suggestion was made to federal fisheries minister Romeo LeBlanc when he met with the UFAWU for the first time in Vancouver October 15.
He was reminded of the $1.5 million purchase program of canned East coast ocean perch he announced in September. UEAWU president Homer Stevens said a similar West coast program could be initiated using canned herring to meet the requirements of relief and development programs administered by the Canadian International Development Agency and the World Food Program.
LeBlanc promised only that he would consider the idea, and nothing has been heard from him since.
Terms of reference of the provincial study set forth ambitious aims. How much can be achieved on a budget of $40,000 remains to be seen. The annual budget of the marine resources branch is only $200,000.
The study was announced at the end of September by economic development minister Gary Lauk. It is the first in a series of 16 studies concerned, in the words of the government, "not only with economic aspects, but with a whole host of social and environmental considerations as well."
When completed, they are intended to form the foundation of future government economic policy planning.
Shrimp, groundfish (including dogfish), marine flora and mari-culture, in addition to herring, are specific areas to be covered in the marine resources study. Tuna, apparently, will not come under consideration, and in the opinion of UFAWU general executive board member Elgin (Scotty) Neish, this is "a glaring error."
Neish, who considers the $40,000 study a "drop in the bucket", said he spoke to a government official to find out more about the project and was rankled to find the attitude expressed that the union wouldn't be interested in aspects of the study dealing with marketing. "We most emphatically are," Neish exclaimed.
The contract for the study was awarded to the Vancouver consulting firm of Underwood, McLellan and Associates Ltd.
"While the dominance and importance of salmon species is not to be denied, full utilization of the present catch has been virtually realized given present market conditions," the terms of reference set out.
