The Mifflin Plan has been long on radical changes to ownership in the West Coast fisheries but very short on solutions for people in the industry who are affected. Last week Fisheries Minister Fred Mifflin announced that B.C. fisheries industry workers will have to wait until at least December for any help from Ottawa.
The UFAWU is moving ahead to address these problems. Members are urged to contact their local officers to fill out forms if they are interested in getting work through the labour adjustment programs. Members are also encouraged to develop ideas for projects and submit them for consideration.
UFAWU president John Radosevic has announced that the union has brought on Skip McCarthy on a temporary basis to draw up lists of members seeking work and begin co-ordinating projects to be funded. He will also be setting up a non-profit umbrella association for the union under which these projects will be run.
McCarthy has a background in commercial fisheries as a commercial fisherman, DFO economist, and academic researcher and has extensive experience in aboriginal and non-aboriginal coastal com-
munities. He was actively involved in the formation of the Pacific Salmon Alliance, a cross-sectoral group including industry, environmental, aboriginal and non-aboriginal communities. He will be working out of the UFAWU headquarters in Vancouver.
The initial push in the project is to record the need for assistance out in the communities and begin to develop project proposals. Some projects may be continued from last year and similar types of work such as habitat restoration will be part of the new agenda. The aim is to build on some of the successes of last year's projects and develop some creative new proposals. The challenges posed by the changes in the fisheries call for strong and bold initiatives bringing people together in the coastal communities.
Radosevic and McCarthy will be meeting with members and other community representatives up and down the coast to build a solid foundation for labour adjustment measures. In the meantime, pressure must be brought to bear to compel governments to accept their responsibility to respond to the effects of their policies.
