Habitat protection critical to conservation: Burrows
The announcement this month that there was record escapement on the Fraser and Skeena rivers is good news but it could be wasted effort unless much more is done to protect salmon-rearing habitat, the T. Buck Suzuki Environmental Foundation warned.
"Conservation efforts can't just happen through the sacrifices of fishermen," said Foundation executive director Mae Burrows. "Conservation must also mean protecting salmon habitat in the hundreds of small spawning streams throughout the coast.
"The greatest tragedy of all would be that fishermen make enormous personal sacrifices to save salmon stocks but then the spawners die anyway because water temperatures are too high as a result of logging destruction or water diversions, coho habitat is paved over for subdivisions and shopping malls, or the water quality is destroyed by sewage or industrial pollution," she said.
That problem has been highlighted in the Quesnel-Horsefly watershed where there has been stream damage from poor logging practices over the past year. Fisheries managers put large number of spawners on the grounds in 1993, the dominant year on the cycle, but returning adults could face reduced spawning habitat when they return next summer.
Already in its report this month, DFO noted that while Fraser chinook stocks were at record levels in 1996, they are in trouble in the Horsefly system.
Burrows called on all levels of government to back their public statements about conservation with some "fish first policies."
She cited the case of the Nechako River where, she said, there is still no action by the federal government on a water flow regime that would maintain fish habitat despite the cancellation of the Kemano Completion Project. Ironically, Alcan has been spilling surplus water over the past few
weeks, causing excessive flows in the river and possibly damaging spawning redds.
The federal government has also refused to include in its proposed endangered species legislation a clause urged by the Foundation and other groups that would provide "mandatory protection of critical habitat of endangered species," Burrows said.
In provincial jurisdiction, she said the B.C. government should develop legislation that protects urban streams from damage due to development and should strictly enforce the Forest Practices code to protect fish habitat. "We're concerned not only about the proximity of logging roads to salmon streams, but also the rate of cut and its effect on the watershed and stream, temperatures.
"There's more to conservation than getting fish on to the spawning grounds," she said. "They've got to be protected once they get there."
