plicants exceed the number of available licences;
• placement of unsuccessful applicants from the first draw to the area of their second choice, provided that their second choice area has not been filled by first choice applicants, in which case the applicant will be allocated their third choice.
The department noted that in the event that the area allocation is not filled by first choice applicants and the second choice applicants exceed the number of available licences in that area, then the second choice applicants will be drawn by a random computer draw up to the total number of vessels allocated to that area.
"Those remaining unsuccessful applicants will be allotted their third choice," said the department. All fishermen must hold a valid roe herring licence and a licence certificate to participate in the 1981 fishery.
Opposed to the department's area licensing system are the UFAWU, the Pacific Gillnetters Association and the Fishing Vessel Owners Association. The scheme was supported by the Fisheries Association of B.C. and several other organizations in the B.C. fishing industry.
"You wouldn't necessarily get your first choice or second choice and you may inf act have to go to the other end of the coast to fish," Procopation emphasized.
"But what's more disturbing," added Procopation, "is that the department's area licensing system abolishes the historically established catch division of 55-45 percent between both gear types."
He said that although the overall catch allocation is 16,500 tons for seines, and 13,500 tons for gillnets, catch allocation in each of the three areas is very disproportional.
Area A anticipated catch for 108 seines is 6,775 tons (62.7 tons for each vessel) and 2,225 tons for 235 gillnetters (9.46 tons each).
Area B anticipated catch is 2,000 tons for 32 seine vessels (62.5 each), and 8.000 tons for 847 gillnetters (9.44 tons each).
Area C catch for 122 seine vessels is 7,725 tons (63.3 tons each), and 3,275 tons for nearly 346 gillnetters (9.46 tons each).
Procopation said that "this way the department is putting 80 percent of gillnetters to the
Gulf of Georgia, only 25 percent of gillnetters to the west coast and nearly one-third of the gillnet fleet in the north of Cape Caution.
"This can have a devastating effect on gillnetters," Procopation warned.
"The plan leads to great manipulation of gears through the restriction of their movement and the concentration of fleets in areas according to the department's preconceived plan."
Procopation said that a fisherman's ability to a fair catch is bound to depend greatly on mere luck.
"If you don't draw a large area to fish, you are doomed," he said.
He also noted that a fisherman's ability to a fair catch will be decided by additional variants determined only by the department.
"It will depend also on which particular fleet is allowed to fish first in an area and whether the roe content of the catch is below or over marketable levels."
In a news release Jan. 23, the
union strongly protested the department's decision to implement the area licensing system for the 1981 roe herring fishery.
"The roe herring industry cannot survive the business-as-usual pressure and a rational and safe method of harvesting is the only route to a viable fishery. The director general has opted for facilitated management of the resource, rather than sound fishing practices," the union told LeBlanc.
The union's proposal foresaw the implementation of a boat quota system, directly designed to avoid repetition of another "rat-race" fishery in 1981.
In an interview with The Fisherman Jan. 27 fisheries field director Bob Humphreys said that a maximum of 237 seine vessels and nearly 1,300 gillnetters will participate in the 1981 roe herring fishery.
He said that 12 seine vessels, from a total of 249, have been assigned either to test fishing or to the department's 'experimental' consumer-pack roe fishery, (see story on page 2).
