Miller renewed the call put forward by the Fishermen's Survival Coalition for the Standing Committee on Fisheries and Forestry to travel to the west coast and get public input.
It's a demand that is also supported by Progressive Conservative MP John Fraser, who also fears the legislation will be rammed through without proper examination.
"The committee should come there before any bill is passed in the legislature," he said.
However, Fraser said the Liberal Government may refuse permission to the committee to come west and push the bill through to law quickly.

The UFAWU has asked for meetings with B.C. opposition party members and are expecting these to take place in the coming weeks.
Asked if the conservative party supported area licensing, he said, "I am not going to agree to area licensing carte blanche.
"It's a matter of grave concern to the fishermen," he said.
Reaction from the companies to the announcement came from Barry McMillan, who said he was optimistic because the government was agreeing to act.
He declined further comment until he actually sees the legislation.
Wayne Shinners, Pacific regional director of DFO agreed the government was moving towards privatization of the resource.
"We have to start seriously debating boat quotas and privatization," he said.
Speculation since the announcement has done little to clarify the nature of a buyback program. Austin said discussions are going on with major financial institutions over the exact shape a buyback could take.
"We're sitting down with our shirt sleeves rolled up trying to hammer out some kind of a deal," said Brian Hann, manager of independent business for the Royal Bank.
