Fraser said he is committed to the concept of a common property resource and to rebuilding the habitat and the stocks so there is more fish for everyone.
Asked if he will take action to curtail the sports fishery in the Gulf, Fraser said he is reviewing the issue now.
He did say his position on the question of conservation has always been clear.
"It is not conservation if fish not taken doesn't get to the spawning grounds because some other groups takes it," he said.

sions, but Fraser didn't think managing the fishery could wait for a Supreme Court hearing on the issue.
"It isn't allocation per se that is the evil, its how it's done," he said.
Another controversial issue facing the minister is the introduction of Area licensing, a proposal he is not keen on unless supported by the industry.
"I look at it with a great deal of concern," he said. "I am not committed to Area licensing.
All I can say is if the industrial board recommended it to me there might be a place for it," he said. "I would want to be sure it was coming from the people who would be effected."
Asked to comment on the role of the Indian fishery, he said consultation would take place with Indian groups. He said native people have a great dependence on the fishery, but added it also had to be "recognized there are non-Indian fishermen whose lifestyles are also based on the fishery.

"There is no sense talking about sweeping changes or proportional take when the fishing is declining," he said. "My basic job is to stop the decline of the resource, to maintain habitat and bring it back."
"To the extent we can bring it back, there are all kinds of ways to help the Natives," he said.
Fraser said he is reviewing the SEP program to decide what action and monies are necessary to make it effective.
Nichol called on the new minister to take SEP 2 off the back-burner and get it on track. This was a campaign promise by the Conservative Party.
Fraser, 54, was the minister of environment under the Clark government and served as head of th Conservative Party fisheries committee when in opposition.
In other election results significant to the fishing industry, NDP fisheries critic Ted Miller was defeated in his riding of Nanaimo-Alberni by a conservative. As we go to press no replacement has been appointed by the NDP.
In the north island riding of Comox-Powell River NDP member Ray Skelly won a close battle over Mike Hicks, a Conservative Party hopeful who based his challenge on fishing industry issues.
Following his defeat Hicks expressed reservations about the Conservative Party's commitments to following through on promises.
"There are a lot of fishermen in trouble in this riding and I hope the promises are carried through," he said. "But I don't have a lot of faith to tell you the truth."
Across the province, the conservatives picked up two seats, the liberals one and the NDP lost three seats.
However the popular vote for the NDP continued to grow in the majority of the ridings where they won.
