Recognizing that forced introduction of area fishing by the department in 1980 had done nothing to help preserve stocks, as they claimed would be the case, the UFAWU, the Fishing Vessel Owners Association and the Fishing Vessel Owners Guild reject DFO proposals to add more areas in 1985.
The union warned the move would only force more fishermen to overcapitalize in order to fish areas they now can fish with a single licence.
In 1984, approximately 60 vessels doubled their licences at a cost of between'$20,000 and $25,000 per licence, in some
cases charged to the crew. The UFAWU hasputthedepartment on notice the scheme will be strongly opposed on the basis it will do nothing to reduce pressure on herring stocks, despite the resulting heavy loss of jobs.
Herring area licensing has dangerous implications for salmon management. In recent industry advisory meetings, the department and the companies have stood strongly behind area licensing, enhancement by management and other recommendations of Pearse.

The 1985 herring area management plan most favored by the fish companies would see the following quotas. For gillnets: Queen Charlottes, 960 tons, 151 vessels; Central, 1,800 (282); Port Simpson-Kitkatla, 3,000 (970); Gulf, 2,700 (423). For seines: Queen Charlottes, 4,040 tons by 98 vessels; Central, 2,300 (55); Port Simpson-Kitkatla, 2,000 (470); Gulf, 2,000 (48).
Some industry organizations reluctantly accepted the proposal, but it should be explained the department pressed the issue while many fishermen were salmon fishermen, thereby eliminating proper membership consultation. Some groups have since expressed their official opposition to any increase in areas.
Meanwhile, commercial her-ringfishermen must reject any attempt to place the blame on them for herring stock declines, despite the department's belated invitation to participate in the advisory process.
The dubious honor of bearing responsibility for the problem rests squarely on the department and the companies, which have managed the resource for maximum profit, often to the detriment of the resource and the people dependent on it.
The industry must reject any Pearse-style solution, but fishermen recognize a serious problem exists and should demand the industry get what it has paid for since the Davis Plan; a properly-funded and managed federal research and enhancement program.
Early indications are that prices are improving for herring roe, based on the devalued state of the Canadian dollar, the smaller 1985 supply and the high quality of the Canadian product.
Nevertheless, fishermen have no illusions that a better price will be handed -to them on a silver platter, regardless of market conditions.
Fishermen must unite and fight hard for a share of any market. This is more important than ever before, if there is to be a fishery and if fishermen are to survive economically after the latest quota reductions.
