"Most of the increased production was the result of an excellent survival of Chilko sockeye smolts which went to sea in 1982. Also a large return of five-year-old sockeye to several races contributed 500,000 fish to the total."
About 31 percent of the run returned through Johnstone Strait, Woodey reported, and just under 30 percent of the catch was taken outside convention waters. American fishermen landed 51 percent of the run, Canadians 49 percent.
Commercial catches hit 4.5 million sockeye, more than double last year's forecast. "The Canadian catch was the largest on the cycle since 1936," Woodey said, "while the United States catch was the largest on the cycle since 1912."
In all fishing areas, Woodey concluded, "the 1984 catch was the largest on record for the cycle."
More than 70 percent of the run was Chilko sockeye, which returned with a later timing than usual.
"The 1980 escapement of 499,000 Chilko sockeye was close to the optimum level," Woodey said, "given that 94 percent of the escapement spawned in the Chilko River area. This spawning produced an outmigration of 35 million

"In addition, the marine survival was 12 percent. The highest survival previously recorded for smolt populations of this magnitude was 7.6 percent... Survival of this magnitude was not predictable."
Non-Chilko stocks also were stronger than forecast. (In this light, the poor returns to Rivers Inlet are even more troubling. See page 5.)
Field supervisor Robin Kent reported total sockeye escapement of 930,000 for spawners, almost 16 percent of the total run. Early Stuart escapement of 45,000 fish was "superb," other runs were good and Chilko system have 581,000 spawners, the most since 1956.
Proposed regulations for 1985 will see Area 20 open July 28 for two days a week until Sept. 7, when the commission will relinquish control. This plan is designed to harvest early run
Fraser pinks and late run sockeye while protecting late run pinks.
In Areas 29, 17 and 18, fishing would begin one day a week starting June 30 providing Early Stuart returns are strong enough. Fishing in these areas would end Aug. 24 with additional harvest of pinks in Area 29 in September.
Fishing in U.S. waters would begin one day a week starting July 7 with some areas closed until July 14.
The commission will be requesting closures of the Fraser River Indian fishery when commercial closures are in effect on the Early Stuart run.
