PACIFIC COAST FISHERMEN'S UNION.
Fraser River District Council meets the second Saturday of every month in Room 22, Hart Block, New Westminster, at 1 p.m.
Vancouver Local No. 1, meets the first and third Fridays of each month at 7:30 in the Union Headquarters, 164 East Hastings St.
New Westminster Local No. 2, holds their regular meetings on the first and third Saturdays of every month at 2 p.m. in Room 22, Hart Block, New Westminster.
Gibson's Landing Local No. 3 meets the first Sunday of every month. -
Local 19, Whonnock, meets every second and fourth Sunday of the month, at 2 p.m.
Executive Board meets the first and third Friday of each month at union headquarters. G.O.C. men are invited to attend.

Leather Workers Win Wage Increases
OSHAWA, Ont—(CUN). — Wage increases ranging from $2.50 to more than $5.00 weekly were gained by 200 employees of Robson Leather Co., members of the International Fur and Leather Workers' Union in a contract signed last week, Joe Starr, Canadian Representative of the union announced. Provision is made in the contract for re-opening negotiations for further wage increases within four months. The contract also provides for rest periods, seniority and the right to call in a union representative to assist in settling grievances. Workers who need them will also be supplied with free rubber boots.

Proposed Amendments To Fishing Regulations
The following are the proposed amendments to the Fishery-Regulations which have been submitted to the Department of Fisheries by different organizations and individuals. It is requested by the department that any comments which may be offered be received at their office not later than December 31. Readers of The Fisherman are urgently requested to send in their opinions on these amendments to this paper. DISTRICT NO. 1: <*
(1) That the weekly closed season in District No. 1 be definitely set at three days each week end, instead of the present two days and omit the usual week or more closure in the middle of a run, this closure to be enforced all year. DISTRICT NO. 2:
(2) Salmon seining area No. 3, Naas river district—That the Canadian portion of Tongas Passage north from the most southerly point on Haystack Island be included in the above area.
It is suggested that the Ameri can seine boats are permitted to fish in Tongas Passage, on the
Boat Hardware Fishing Supplies, American side, and that salmon Imperial Oil Products. . . . The new
float accommodation at our dock is very handy.

(3) Final Salmon Closure, District No. 2—That in each area in District No. 2, with the exception of Rivers and Smiths Inlets and the waters of the Queen Charlotte Islands, commercial fishing for all varieties of salmon close on the last Friday in September but that the commercial fishing, for Spring salmon only, be reopened on the tenth day of October following in each year.
(4) Revise the description of the herring closed area in the vicinity of Langara Island to include the area within a line running from Shag Rock to the Langara Island lighthouse, the east coast of Langara Island and the north coast of Graham Island, between Knox Point and Shag Rock.
(5) Principe Channel Salmon Gillnet Area—Alter the description of the northern boundary, in such a manner as to allow purse-seines to operate for pink salmon off the mouth of Beaver Pass, the intention being to encourage operations farther from the spawning streams. The description of the northern boundary would then read:
"Archibald Point on Banks Island to Baird Point on Macaulay Island."
DISTRICT NO. 3:
(6) Salmon Seining Area No. 12, Nimpkish — Change the opening date of seining from June 1st as at present to June 20th. Has been suggested Nimpkish run requires this protection.
(7) Salmon Seining Area No. 12, Blackfish Sound—Restore the 1935 boundary, which reads:
"Bold Point to Spout Island" this boundary to remain all through the season.
The contention is that the triangular area, Spout Island to Plumper Island to Bold Point, is not fished intensively by trollers and that the trolling has been still less intensive in recent seasons; in fact, it is stated very few trollers now frequent this area, particularly after the pinks and chums arrive, which are not troll fish.
(8) Salmon Purse-Seine Area No. 12—That salmon purse-seine fish-
ing in Blackfish Sound be permitted from July 15th each year in the area south and east of a line drawn from Bold Point on Swanson Island to Spout Island.
(9) Salmon Seining Area No. 14 —That the boundary be restored to the half mile limit off the mouths of the two Qualicum rivers, at a date after October 10th when the fishery officers are satisfied that the pinks and co-hoes have passed safely to the spawning grounds. This is for the purpose of taking a reasonable share of the excellent run of chum salmon which arrives in the early portion of October.
(10) Salmon Purse-seine area No. 14—That salmon purse seine fishing be permitted up to within one-half mile of the shore of Vancouver Island from a point two miles southeast of Englishman's river to a point two miles westerly of Big Qualicum river, each season during the time of the chum salmon run.
((1) Close salmon seining inside of a line from Cape Lazo to the north end of Denman Island, until the middle of September in each year.
(12) That salmon fishing in Niti-nat Arm be confined to gillnets only.
(13) Prohibit salmon purse-seining in the followng area:
"The waters of Jervis Inlet, Aga-enon Channel and Sechelt Inlet, north of an imaginary line drawn from Scotch-Fir Point on the western entrance of Jervis Inlet, eastward to Point Cockburn, thence eastward to Francis Point on Francis Peninsula,"
the suggested reason being conservation.
(14) That the weekly closed season in Alberni Inlet be changed from the present six a.m. Saturday to six a.m. Monday, to the pro-posedeight a.m. Saturday to eight a.m. Monday. The reason given is that the freshets carry driftwood from the beaches to the nets and there have been instances when the fishermen have had to destroy part of their gear on account of hauling before daylight. t
(15) That herring fishing by the so-called twin-seine method be prohibited.
(16) Section 2, Subsection 3, Clams — The Provincial Fisheries Department asks that the closed season for clam digging at Seal Island be extended to January 1, 1945, in the interests of conservation. This is endorsed by the Fisheries Research Board officers who are investigating the clam situation.
GENERAL:
(7) Salmon Seining, Closed Periods—That the time of resuming fishing after each closed period should be midnight, Sunday, instead of six p.m. as at present.

be curtailed as no fishing would commence until daylight next morning.
(18) Salmon Purse-seine Area No. 17—That the eastern boundary of this area be defined as from a point on the International Boundary (49th parallel) known as the Outer Range Light, in a straight line to the northwesterly point of Gabriola Pass.
(19) Salmon Purse-Seine Area No. 17—Alter the eastern boundary to a line commencing at the point where the International Boundary intersects the 49th parallel to the northerly side of the entrance to Gabriola Pass. This was recommended by the Sloan Commission and would mean that there would be no salmon purse-seine fishing to the eastward of the suggested line.
(20) That the salmon gillnet area for which licenses are issued in the Gulf of Georgia portion of District No. 1, be extended to a line drawn from the most westerly point of the International Boundary lying on the 49th parallel, to Flat Top Island, thence to Sechelt.
(21) That commercial fishing for bluebacks in the Gulf of Georgia area be prohibited. It is suggested that the industry would be much better off if the bluebacks were permitted to attain maturity before being taken.
(22) That tl|e opening date for blueback fishing should be deferred until the 1st of July, in the interests of conservation. It is suggested that these fish would be much more worth while if taken when mature also that in view of the fact that the United Kingdom Control Board does not differentiate between cohoes and blue-backs the extra price available in United Kingdom markets for canned bluebacks is not now available.
(23) Close all salmon trolling and nettng from April 15th until the opening of the blueback season in the blueback fishing area, the reason being that the price of Spring salmon during this period is generally low and the demand poor; also the destruction of young bluebacks is greater than any benefits from such operations.
(24) That whilst the maximum depth for gillnets in District No. 1 should be left at sixty meshes, as at present, the maximum depth of forty feet also should be pro-
vided. _ It is suggested that there is an increasing tendency to rig sixty mesh nets for spring salmon fishing, of up to 11% inch mesh web, making a net the use of which would not be in the interests of conservation.
(25) That a weekly closed time be provided for salmon trolling, similar to that in the case of other varieties of gear, insofar as inside waters are concerned. It is suggested that in the outside exposed areas weather conditions provide all necessary closed times.
(26) Section 9, Herring Fishing— That the weekly closed period of twenty-four hours in Districts Nos. 1 and 3 for herring fishing be applied also to District No. 2.
(27) Enforce a closing date for all herring purse-seine fishing not later than the 10th of March in each year. Sponsors suggest necessary in interests of conservation.
(28) Prohibit the taking of herring eggs from the spawning grounds for any commercial purpose. Object is conservation.
(29) Herring Fishing, Section 9— That the term "drag seines" be deleted from Paragraph 1 (a) as drag-seines for herring are rarely used, and in any event, might only be used for herring when spawning.
(30) Section 15, Subsections 11, 12, 13—Should be shown under Section 16, Prohibited Areas. This is for the purpose of more convenient understanding of the regulations.
(31) Section 15, Subsections 20, 30, 31, 33—Should be transferred to Section 9 as they refer to herring. Merely a more convenient arrangement of Regulations.
(33) Pilchards—That the catching of immature pilchards be prohibited, less than ten inches in length, from snout to end of the longest branch of the tail fin.
(34) Section 3, Subsection 1—Cod
-After the word "following" in
the last line, the words "both days inclusive" should be inserted, for obvious reasons.
(35) Section 3—Cod—A clause to be added to this Section to the effect that any ling cod caught while fishing for other fish, in a described closed area, shall be liberated and returned to the water with as little injury as possible, by the person catching it. To improve wording of the Regulations.
