The other day there came to my hand a 24-page booklet entitled "Postwar Problems," published by the United Fishermen of Quebec. The sub-title indicates that it is a "brief prepared for the Economic Orientation Council of Quebec Province."

Remembering that after the last war, from 1919 to 1921, the volume of production of Quebec fisheries dropped almost fifty percent, the commercial value by 60 percent, by two-thirds of the pre-crisls level, these cooperative-minded folk are giving serious consideration to the immediate situation. Nor do they feel that government bodies alone can cope adequately with the problem of postwar business stabilization.
Instead they followed the democratic method of discussing the matter from their angle and now present recommendations for acceptance and action by the planning bodies.
Although the entire report offers a great deal of provocative and interesting material, only a mere outline of the suggestions can be given here. However, we on the B.C. coast will find value in learning what our fellow citizens in Quebec are thinking and requesting.
• A thorough inventory of present and potential fisheries resources is desired. New grounds, new commercial species and more adequate exploitation of present sources are to be the outcome.
• More adequate and scientific use of fresh water fisheries of the province under a commission of economists, technicians and biologists comes second.
• Attention must be given to the mechanization of the fishing industry. Larger boats and better harbor facilities are needed.
• Subsidiary industries are to be developed, keeping in mind the need for flexibility, specialization and by-products. Facilities must be sufficiently varied to allow accurate response to varying market demands for fresh, salt or dried fish. Since Quebec accounts for only one three-hundred-and-thirty-sixth of world production she cannot hope to dominate the market bulk production.

Reid Island Dance Held High Success
Over one hundred persons attended the Reid Island dance taking place at the Saltery a week last Saturday.
Sponsored by the Gulf Islands local, the dance was attended by members from Ladysmith and Chemainus with a visiting group from Ladner also present. Best indication of the good time enjoyed, was contained in the startling information that William Rigby, stolid managing editor of The Fisherman, whose usual role at such affairs is that of a wallflower, was observed dancing.

In 1942 Quebec produced 257,447 gallons of fish oil and 311 tons of fish meal. The goal is set at 500,-000 gallons of oil and 2,000 tons of meal. These by-products would go to satisfy the local market. • These people want to foster the local and national market first, then that of England, USA and the West Indies, followed by outlets in Latin America.
A floor price on fish products is advocated. This, of course, the Dominion Government has already approved.
"*• Extensive opening up of communications in outlying areas and improved transportation equipment is also felt to be urgent. If private agencies will not take steps the government is charged with the responsibility. It is interesting to note that the people living on the Magdalen Islands in the Gulf of St. Lawrence have recently started a cooperative boat service to the mainland. Unwilling to wait until someone found time to help them, they have solved their own problem.
• Recognizing the great value of cooperative endeavor the eastern fishermen are asking that every assistance be given to this form of development. Increased aid to educational bodies working amongst fishermen is stressed.

Meeting on November 5, the Sunbury Local of the UFFU voted to invest one hundred dollars in the Vancouver Cooperative Society bond issue to cover erection of the new plant at the foot of Lakewood Drive on Burrard Inlet.
Three delegates, Ernest Alton, William Silda and Jack Sheaves, were elected to the Fraser River Council and a twenty-five dollar donation will be forwarded to the council. The local also agreed to donate ten dollars to the Labor Arts Guild, bringing the collective amount subscribed by UFFU locals to slightly over the hundred dollar mark.
A three-man committee was set up to arrange for the showing of educational and recreational films regularly at local meetings, in order to help stimulate interest and increase attendance. The committee comprises Wilfred Iverson, Bill Mackie, and Ernest Alton.

following lines: development of fishing grounds, preparation of product for market, and economic organization. Coordination of these various efforts is held paramount.
• The men of the sea want to remove their occupation from the list of those for which no training is considered necessary. They want specialized schools and courses to train future fishermen. Men demobilized from the army and war industry are material for this training. At this point these practical people ask that care be taken to avoid over-populating the fishing industry. The presence of some maritime men on demobilization boards is considered a reasonable request.

In five years the total expenditure involved in this ambitious proposal would equal $3,425,000.
• In financing and implementing this plan the Quebec fishermen would require the Dominion government to share the cost equally with the Provincial authorities. They feel that $85,778.88 spent on fisheries development in their province in 1942 is out of all proportion to their contribution of $500,000 to the Federal Fisheries Department treasury.
Here then are the results of much thought and discussion on the part of the United Fishermen of Quebec. We would do well ■to consider them carefully in relation to our own industry and to fishing as a nation-wide occupation. Perhaps such a body as the Fishermen's Cooperative Federation might serve to channel and express the thinking of our British Columbia fishermen on these matters.
