Sales Slip System For Recording Catches
FOR seme time, it has been felt that there is room for improvement in the collection of fisheries statistics on the Pacific Coast of Canada. Two years ago the Department of Fisheries commissioned Dr. G. L. Burton of Macdonald College to study the system in use and to prepare a report outlining his recommendations. Dr. Burton's report was published in 1949, and the highlight was a recommendation to introduce a sales slip or multiple fish ticket system.
It is expected that two major advantages will result from such a step. First, more accurate data can be obtained regarding areas in which the fish have been caught. This information is essential for the scientific studies of the fisheries biologists. Furthermore, it will materially assist in the administration of British Columbia fisheries. Secondly, it will be possible to reduce the number of forms . required by governmental and other official bodies and to eliminate some of the duplications which have arisen.
Report Adopted
A meeting was held at which representatives of all those con- j cerned with Pacific Coast fisheries ! were present, and the Burton re-1 port was adopted as the basis for the institution of a new statistical system. It has been generally re-cognized by the industry that more accurate statistical information will result in better management of the fishing resources of the province of British Columbia. This explains the wide measure of support and approval which has been given by all concerned to the steps being taken by the Department of Fisheries to introduce the new system.
A start is being made this year by the introduction of the sales slip systpm on an experimental basis in the Prince Rupert area. After a meeting with the industry the design of the proposed sales slip was agreed upon. It is being laid down therefore that for this year's fishing season all fish purchased from fishermen after June 1 in the Naas-Skeena river areas must be recorded on the new sales slip at the time of the original purchase of the fish.
Copy to Department
A copy of each sales slip will be sent to the statistical unit of the Department of Fisheries at the office of the chief supervisor in Vancouver. There the information will be compiled and submitted to the various people concerned with Pacific Coast fisheries statistics. The intention is to produce

Salt Fish Meet Held
Problems arising from the curtailment of overseas markets for salted fish due to currency difficulties were discussed at a meeting in Ottawa late in May between representatives of the salted codfish industry of the Atlantic Coast provinces and officials of the Department of Fisheries and other Government departments.
Courses of action necessary to overcome these currency difficulties were reviewed during the discussion on the present position and outlook for the 1950 fishing season.
Recommendations were made by the "industry as to the part the government might play in overcoming the difficulties and the industry indicated the steps it was prepared to take towards a lessening of its long term dependence on the export of salted fish. According to a Fisheries Department press release, "It is expected that when the government has had an opportunity to study the entire problem as revealed by the discussions, certain measures may be adopted which will bring about a satisfactory solution."
While salted fish is produced in all the Atlantic provinces, the problem is of greatest significance in Newfoundland whore the production and sale of salted fish is the major factor in the livelihood of a large proportion of the population. J. Watson MacNaught, MP, Parliamentary Assistant to Fisheries Minister R. W. Mayhew, was chairman of the meeting.

When deliveries are made to the company, the book will be handed over to the tallyman, who will make the necessary entries concerning the transaction. He Will tear out the first and third , copies of the set of slips.
The first copy is the company's re<x>rd, and the entry on the books regarding that fisherman will be made from it. The third copy goes to the statistical office. The books are so designed that the second copy remains in the book, which is then handed back to the fisherman. This forms his permanent record.
One advantage of this system will bo that the company's record and the fisherman's record become one and the same thing, and the possibility of differences arising is considerably reduced.
No great change is envisaged in the handling of cash sales or sales to co-operatives. The same type of sales slip will be used as previously, but this year in the Naas-Skeena area a little extra information will be recorded and an extra copy will be sent to the statistical unit.
Area to be Noted
Under the new system, all slips will have a space for area of catch.

For example, the Skeena River and outlying waters comprise Area 4. For Skeena River catches the figure 4 should be recorded in the space for "area of catch" on the sales slip. To simplify statistical compilation it is preferable to record numbers rather than names of places.
If a catch has been made in more than one area, the fisherman will be asked to give the amount of the fish caught in each area. The information might appear, for example, as follows, on the sales slip: 50 percent Area 3; 50 percent Area 4. Such cases will arise infrequently as the great majority of the catches will be for one area alone.
Days Spent Fishing
On the cash fish sales slip, one further item of information is required—the number of days fishing. If, for example, a troller had been out for a week, of which time he had fished iV- days, then the figure Vi should be recorded
on the sales slips in the space provided for "No. of days fishing."
The tallyman will be responsible ^.for actually filling out 'the sales slips. It will be up to the fisherman, however, to state accurately the number of the area or areas in which his fish have been caught, and the number .of days which he has spent fishing for the delivery in question.
From the trial collection of saps in the Naas-Skeena area it wiH be possible this year to learn how the scheme works out in practice. The experience gained will be used in assessing the possibility of introducing the scheme on an overall basis in the Pacific Coast fishery.
One of the essentials to the success of the new scheme is the full cooperation of the fishermen and the Industry. If experience to date is any guide, it seems evident that such cooperation will be farthcom_g.
