"With this background in mind," the Call continues, "The Convention must consider the way to further progress. The road appears full of potential pitfalls and obstacles but it will be the duty of the Convention delegates to unite the entire Union around a program designed to overcome our difficulties and move ahead. The program must be clear to all members and must have the unqualified support of the overwhelming majority. Timing of action to achieve the program is vital and yet there is a need to be more flexible on timing than we have been in past years.
"The Convention can and must consider this question and will no doubt come up with a hardhitting policy to advance the members' interests. "At present, the salmon trollers are indicating they would like to establish minimum prices. The question of Union organisation in

Tulloch, ABC Vouchers Late
Tulloch-Western and Anglo B.C. Packing Company (Good Hope) are delinquent in payment of 1S57 giilnet vouchers, according to word from the United Fishermen and Allied Workers' Union.
As a result, Union records do not show voucher payments by fishermen in these operations since they cannot be recorded until cheques are received from the companies.
Another delinquent until this month was B.C. Packers and as a result, posting of monies from men in this operation has been delayed.

"The Combines Investigation Branch is continuing its harrass-rnent of our Union through its powers of 'investigation.' After four days of prepared cross-examination of the general secretary-treasurer, the executive board was convinced the justice department was trying to build a case against the Union.
"This threat to the bargaining rights of our Union is a threat to all fishermen in Canada and to all trade unions in our country. Our Convention must sharpen the public fight to defeat this company-inspired attempt to set back the fishermen to the status of unorganised workers. "Organisation in our industry is stronger than in past years. However, we have not completed this job. Many persons, working under terms of our agreements, are satisfied with paying compulsory checkoff but don't bother to join the [ Union. This must be corrected by active shop steward committees and local organisational efforts.
"In the fishing fleets, there are still those who reap the benefits but refuse to share the costs of Union organisation.
"Since full and complete organisation is a key to successfully winning our demands, we urge all locals to give thought to this issue in your preparations.
World Situation
"On a world scale, the people oi all nations are bearing an extremely heavy load of taxation in an ever-increasing arms drive. At the same time, in Canada hundreds of thousands of workers are unemployed, while our closest neighbor has over four million out of work.
"Coupled with these problems, the world is still divided in respect to trade areas. Canada has loaded a tremendous percentage of its eggs into the U.S. trade basket and refuses to recognise the 600 million people in China as having a government oi' their own.
"Our Convention has always expressed its views on these vital questions of peace, trade and full employment for Canadian workers. In this Centennial year, our resolutions should call for a hundred years of progress for our own citizens and for all mankind.
"These are some of the problems facing the delegates at our Fourteenth Annual Convention. No doubt there will be scores of resolutions on a tremendously wide range of topics. We urge every Local to strive to develop the widest possible discussion in preparation for the Convention. In a democratic union, the membership must play its full role in making the policy. The Convention is the highest authority in our Union and we are sure all Locals will want to take part in working out policies in a manner which will strengthen the Union and advance the general welfare in the year ahead," the Call concludes.
