is Alaskan fishing in waters outside the .surf line.
It is pointed out that when the general agreement was reached between Canada and the U.S. on maintaining the surf line principle, no chart of Alaska was produced and no definite line was drawn in that area. But provision was made at that time to amend the Treaty and apply the surf line if it appeared the Alaska fishery was endangering the runs.
"Last year, Alaska fishermen took one and one-half million pinks off Noyes Island," the Union pointed out. "Some 10,000 salmon were tagged in this area by the U.S. Fish and Wildlife Service and. most of them were recovered in Canadian rivers, proving conclusively that Alaska fishermen ware intercepting our salmorj. Charts now show they are permitted to fish as much as four and five miles off shore while our fishermen abide by the surf lire."
The brief urged the government to support the Union's efforts to have the same offshore fishing limits applied in south-east Alaska as in Canadian waters.
Indiscriminate Logging
Other factors were cited by the Union as contributors to adversely affecting salmon runs including "indiscriminate logging practices." Debris has made many salmon streams impassable and water sheds stripped by logging firms have upset the balance of nature causing flash floods and sometimes droughts in late summer, which have in some streams and creeks wiped out runs which one time existed.
The Union called for "early action" on these points:
• Wide scale stream clearance where salmon are known to have spawned.
• Reforestation along the edges of streams which have been stripped of timber, to restore them to their former productivity.
• Artificial hatcheries to supply the seeding for the newly reclaim d streams.
• Improvement of spawning beds where creek levels have dropped.
The Union brief pointed to Jones Creek where diversion of the river lowered water level to a point where spawning would have been impossible. To meet this situation created by the B.C. Electric power development at Jones Lake and Creek, artificial spawning grounds were constructed toy bulldozing a new stream bed and building a series of well-gravelled steps in which pink and salmon now spawn successfully.
The Union declared that this has "opened up a whole new field rjf possibilities for salmon rehabilitation over the entire coast. Constructive work will be created for skilled and unskilled workers and we will be building up this valuable natural resource," if the steps "proposed are carried out, the Union declared.
Another employment possibility placed before the Committee was the present virtually unfished dogfish supplies. The Union urged support for a floor price of 15 -ents a pound on livers or $30 for the wrole fish and added research on new methods of utilising this species.
Use Non-Salmon Sites
The Union advocated development of two major potential power sites under public ownership. These sites, the Peace-Liferd rivers and Mica Creek on the Columbia, would together supply a minimum of 7,000,000 horsepower. The Peace-Liard system alone would provide 4,000,000 horsepower and in both cases the Union points out, the "important salmon rivers would be left free of obstructions."
On the other hand, the Union expressed "grave concern" at the announcement that a private concern, the Wenner-gren interests, have been i given the go-ahead on the' northern project.
"Our hydro resource is vital to the future of this province and bitter experience has shown us that the public cannot hope for cheap electricity or adequate service when private companies control our power," the brief asserted.

of $10.90 for 500 kilowatt hours In Edmonton, on the other hand, the 500 kilowatt hours cost $6.34, in Toronto $6.63, in Montreal $6.01 and in Regina where there is no hydro power, $9.78 for 500 kilowatt hours.
"Let capital come to B.C. as it will because of our forest, mineral and oil reserves, but let us be on the selling end where power is concerned," the Union stated.
Steel Industry Needed
The Union cites the record of Western Canada Steel Limited founded some 10 years ago which at one time employed with its subsidiary firms some 500 workers. Cheap foreign steel imports have caused heavy layoffs.
"We believe this industry is vital to the province and should be expanding rather than folding up. The raw materials are here, including iron ore and coal. We have the labor force necessary to man the smelters and rolling mills. Some pump priming would appear to be required if we are to put this industry on its feet. We recommend that this government provide additional subsidies if required to ensure the healthy development of our steel industry," the Union declared.
The Union expressed the opin^ ion that the B.C. government has taken a step in the right direction in its export tax on iron ore.
"Much of our raw material leaves this province and we must buy back the manufactured product," the brief argued. Instead of removing this tax, the government should consider embargos on ore export as a further guarantee that a successful steel industry can be built in B.C. At the same time, the Union also felt that protection should be given against dumping foreign steel in the province.
Emergency Meet
The Union called for an emergency meeting of provincial premiers and public works ministers with the federal cabinet in order to get a public works program launched as speedily as possible.
Specifically, the Union called for slum clearance coupled with a major housing program, hospital construction, additional parks, gymnasiums, civic centres, swimming pools, harbor facilities, water works, sidewalks, rehabilitation centers and public buildings of ail description.
"What is sorely needed is the same kind of determination in providing for the needs of the people as is evidenced during wartime," the Union declared. "When our population is suffering from lack of work, it is a national emergency, and requires emergency action."
Housing Proposals
In its argument for a full and major housing program the Union advances these measures:
• Provision of adequate funds by the federal government to ensure a National Housing Program.
• A substantial reduction in down payments and interest rates on homes constructed under NHA legislation.
• A vigorous program of urban and rural slum clearance under direction of the provincial government and in " cooperation with municipal authorities.
• Special provision within the program to assist home development at lower cost and to promote cooperative 'housing programs.
The Union proposed "A drastic reduction in the defense budget with a reallocation of the money to finance projects of direct benefit tp the Canadian people," as a means of raising funds to finance its proposed projects.
"We believe that $500,000,000 would go a long way toward financing a large scale national public works program. It would be of direct benefit in providing jobs for people in B.C. throughout 12 months of the year.
"We believe money spent in this way will provide far more jobs and will contribute more to the stability of our economy than expenditures for armaments. Moreover, if a good part of it is used to expand our schools and universities, we may be able to produce some major firsts in the scientific world," the Union brief emphasised.
Winding up its submission, the Union urged adoption of a strong resolution by the B C legislature which would call for "a drastic reduction in the defense budget in order to finance a major public works program." The Union argued that considerable money has been spent on de-fense projects which are known to be obsolete even before their completion. Last year, $1,750,000,000 of Canadian taxpayers' money was sunk into what is described as a "bottomless pit of defense expenditures."
