drop in prices during the traditional New Year's sales as a result of a slump in the Japanese economy and a decline in gift-giving.
But according to the listings in both journals over the past month, the wholesale prices on the key Osaka and Tokyo markets have remained stable at about ¥5,500-5,700 kg. At current exchange rates, that works out to C$29.75 a lb. — well above the C$27.89 a lb. that the Tokyo wholesale price of ¥6,000 brought in 1993.
In fact, the exchange rate between the yen and the Canadian dollar has grown continually more favourable over the past year, giving Canadian companies a distinct advantage, not only in dealing with Japanese importers but also in competing with Alaskan roe processors whose currency is considerably stronger against the yen.
Interest rates — an important factor for the companies which float millions in short-term loans for fish purchases — have also enhanced the companies' profitability. The current prime rate is 5.5 per cent, the lowest it has been in 30 years and 1.25 percentage points below what it was last year.
The price at which roe herring licences are being traded this year is a good indication of the market that exists for the 1994 roe and the price expectations in this year's fishery. Gillnet licences are going for as much as $25,000 while seine licences are trading in the $125,000 range, with some as high as $140,000. That represents an increase of upwards of 40 per cent over last year.
Quotas in Alaska and San Francisco are not expected to have significant impact on herring markets in Japan. The Alaskan quota, estimated between 50,000 and 55,000 tons is well down from the 1993 quota and down even from the 1992 harvest. The quota in San Francisco is down dramatically to 2,186 tons, less than half what it was last year.
British Columbia appears to have the healthiest herring stocks anywhere on the coast, prompting DFO to set the quota this year at 38,529 tons, up from 33,356 tons last year. Last year's catch actually came in at 44,249 tons.
