Leaflet Tackles McPhillips
Neish Presses Island MP For Unemployment Action
Three thousand copies of a leaflet directed to A. DeB. McPhillips, Conservative MP for Victoria, were distributed last week among unemployed lined up at Unemployment Insurance offices in the capital.
Issued by the campaign commit-^-
tee for Elgin iScotty) Neish, inde- t0 8et before your government will
pendent aldermanic candidate, the leaflet sharply challenged McPhillips' recent statement that thousands drawing unemployment insurance throughout the country "don't want a job."
McPhillips made his statement in a speech to Victoria Progressive Conservative Association, observing:
"1 have not been able to find a great deal of unemployment in this particular area. Where I have been asked what we are going to do about unemployment, I have asked my interrogators how many they know personally who are out of a job. Not one of them knows anyone unemployed."
Headed "Thousands DO Want Work, Mr. McPhillips!" the leaflet declared:
"You are wrong, Mr. McPhillips. Thousands really are unemployed and the picture is getting worse. Thousands more are on part time and the threat of layoff hangs over their heads. How bad does it have
act?
OTTAWA MUST ACT
"We are not, as you seem to think, on relief because we want to be. We are glad you stand for a merchant marine, and we want you to take the next logical step and recognise and trade with China so that we can put those ships and ourselves to work."
The leaflet pledged Neish to do his "utmost on the city council to<§. look after the interests of our unemployed, many of whom are taxpayers who stand to lose their homes through continued unemployment."
Unemployed were asked to sign and mail to the Victoria MP this statement:
"Mr. McPhillips: I am definitely unemployed and am not, as you seem to think, swinging the lead on unemployment insurance. I demand that the Diefenbaker government carry out its election promises and adopt policies that will provide work and wages."

Norway Does, Why Not Canada?
Editor. The Fisherman:
I have just finished reading an editorial item in the Pacific Fish erman headed "Britain accept' phase-in of Norwegian 12 milt line." I am sure this is of interes' to all BC fishermen. There was no mention of battleships patrol ling the line to enforce it, as : leading member of the Fisheries Association assured us would be required off the BC coast.
Under the new agreement. Brit ish vessels will be able to fis! between six and 12 miles off the Norwegian coast until October 31 1970. After that date the 12 mile limit will apply. The Norwegians also obtained hrough negotiation, reserved areas setween the six and 12 mile line 'n which their net and line fisher-nen would have exclusive rights. 'Hecate Strait?).
The president of the British Trawlers Federation, Major Gen-■ral Sir Farndale Philips who vas a member of the British delegation to Oslo, has this to say, More important than the wording )!' the agreement will be the spirit :n which it is implemented." OK Ottawa, get cracking.

IRISH REPUBLIC MAY GO TO 12
Editor, The Fisherman:
The Republic of Ireland may shortly announce the extension of her territorial waters to 12 miles from the shore. British and other trawlers who have been scooping up the fish which feed on the shoals around the Irish coast for a hundred years and have beggared generations of Irish farmer fishermen, have redoubled their depredations since the Icelandic "ishing dispute.
And not only her fish. Irish rail-•oads dismantled because of numerous border crossings and delays— a border imposed on the Irish people against the will ol the majority by force in British iccupied North Ireland. These border and police state methods play havoc with Ireland's economy causing increasing unemployment and migration.
Over 100 Irish trade union mer held in Crumlin Road Prison goinf on four years, no charges, tria' committee of Irish Trade Unior Congress not recognised by the North Ireland government. Seven teen of the laws of Special Pow ers Act are an absolute violatior of The Declaration of Humar Rights, and we have a deliberate conspiracy of silence by the "great free press" to cover up for Tory Britain, one of the pillars of the "very free world."
Brothers and sisters, Ireland need not be in this condition if we speak up and call it to a halt. Ireland would gain her independence and McMillan and company won't be eating Irish fish—period.

Seal Island Open To Clam Digging
Seal Island, in the vicinity of Comox, has been opened for experimental clam digging from November 15 to December 16, Pacific area fisheries director W. R. Hour-ston announces.
The announcement states that there is no restriction on the number of clam diggers or buyers, but customary sales slips must be made out for all clams taken.
Under fisheries regulations, Seal Island is closed to all except experimental clam digging until January 1, 1965, and for this opening the required consent of the minister of recreation and conservation has been given to the Fisheries Research Board, whose personnel will supervise all digging.
