Indian River Logging Not Hurting Fish
Investigation of complaints by UFAWU members that logging on Indian River is endangering pink and chum salmon runs shows that logging operations are away from the river and restricted to non-salmon streams, Pacific area fisheries director W. R. Hourston has informed the UFAWU.
Hourston reported that Canadian Collieries began developing timber holdings on Indian River in 1959 when it constructed a road to Hix-on Creek. Logging operations commenced in 1960 and continued through 1961, but they were away from the river bed.
"Present logging operations are restricted to the Hixon Creek valley, although a road is being constructed up the valley of Brandt Creek: neither of these creeks are salmon streams," he noted.
Hourston said he recognised that logging practices could alter the runoff pattern of a watershed, but "there is no real control at present over the proportion of a watershed that will be logged. Patch logging and sustained yield practices, however, offer some promise . . .
Under the department's agreement with BC Forest Service, he added, timber sale licences and cutting permits of tree farm licences contained a protective clause against direct stream damage, and this clause was contained in the Hixon Creek lumber licence.

Results obtained in the Seton Creek channel at Lillooet and the increasing return of adult salmon to the Jones Creek channel near Hope indicate the success of artificial spawning channels "as a limited substitute for natural spawning grounds."
Reporting this conclusion in a recent information bulletin, the International Pacific Salmon Fisheries Commission states:
"The artificial spawning channel :>t Seton Creek, in operation for the first time last fall, received 6,711 pink salmon or 11 percent of the total pink salmon escapement to Seton Creek. Spawning was 98 percent effective, which demonstrated the suitability of the channel for natural spawning.
"The suitability of natural 'pawning grounds is generally indicated by the success of egg deposition. Of the total of 6,723,000 eggs estimated to have been naturally deposited in the channel, 52 percent or 3,550,000 survived to healthy fry on the basis of final counts. The total capacity of the channel is 10,000 fish and this capacity should be fully utilised when the run returns in 1963.
"The success of this and other properly designed artificial spawning channels is fully justifying this method as a limited substitute for natural spawning grounds. The increasing adult return to the Jones Creek Channel near Hope indicates- that the fry produced by this method have a normal survival rate to maturity.
"It would appear that all conditions to date are favorable for the survival of pink salmon returning as adults in 1963. Spawning and incubation conditions were excellent. The fry hatch appears to be very good considering that the 1961 escapement was below that believed necessary for a maximum run. The marine factors related to adult survival appear to be optimum."
SURVIVAL EXPERIMENTS
The bulletin also reports that experiments in relating the Fraser River flow to adult survival of sockeye salmon are among the exploratory work now being done by the Sweltzer Creek Field Station being built for the Commission by the' federal government.

Pointing out that the station is only in partial operation as yet, the bulletin adds:
"The laboratories will not be fully staffed or equipped with the required automatic temperature controls until this fall, at which time a public inspection will be arranged. Some exploratory experiments already are in operation to aid in designing a full scale investigation into the cause of:
"a) The relation of Fraser River flow to the adult survival of sock-eye salmon.
"b) The relation of temperature and salinity in Georgia Strait to the adult survival of pink salmon.
"The state of Washington has indicated that salt water facilities may be made available to the Commission at the Bowman's Bay Station near Anacortes. These facilities will be of considerable value in the study of sockeye yearlings and pink salmon fry during the period of estuarial interchange.
"Extensive observations on the distribution and growth of sockeye fingerlings and pink salmon fry are being carried out between the mouth of the Fraser River and Race Rocks. Complete environmental records are being accumulated as a basis for extensive laboratory work to be conducted as the necessary facilities are made available.
"A substantial increase in the number of pink salmon fingerlings over the number present in 1960 is quite obvious throughout the Gulf and San Juan Island areas.
RECORD MIGRATION
Comment that the downstream migration rate from Chilko Lake to Mission, a distance of 300 miles, was "faster than previously believed possible," is made by the bulletin in reporting a record 39 million downstream migration of sockeye smolts from the Chilko system.
"Studies will now be undertaken to determine the effect of delaying the entry of experimental groups of Chilko migrants into salt water by the time required to pass through a theoretical reservoir such as that which would be created by Moran Dam," the bulletin says.

SMOLT MORTALITY
As reported in The Fisherman of May 4 and 11, thousands of young sockeye from . the Gates River run were killed in passing through the turbines of the Seton dreek power house.
At the same time, young sockeye from the Chilko run were dying in the Fraser River below the Bridge River rapids from a still unknown cause.
Mortality among the Chilko fish is not believed by the commission to be significant, but the loss among the Gates River fish is expected to be reflected in 1964.
"Failure on the part of the Seton Creek power plant to maintain full load during the downstream migration of sockeye from Seton Lake resulted in a serious loss of migrants," the bulletin comments.
"When the power plant is on full load the measured mortality is less than 10 percent. When the plant is on partial load, as it was during the peak of this year's migration, the mortality can be very serious.
"During the downstream migration in the previous cycle year a similar part load plant operation was associated with a 62 percent decline in the returning adult sockeye run. It may be as a result of this year's mortality from the power turbines that a further decline will be evident in the Seton Creek sockeye run reutrning in 1964."
