Closure Orders Hit Most Areas
With the exception of Areas 23 to 26 on the west coast, salmon net fishermen will get very little fishing time this coming week.
Areas 23 to 26 will open at 6 p.m. this coming Sunday. October 14. The original announcement made by the fisheries department October 10 allowed three days' fishing, but this was changed later the same day by a second announcement stating that the number of fishing days would be set Monday, October 15.
District 1, including the Fraser River, will be closed all this coming week.
Area 9, Rivers Inlet, was closed to salmon net fishing for the rest of the season on Thursday, October 11.
Areas 12 to 16 will be closed to salmon net fishing until 6 p.m. Sunday, October 21. • "Chum salmon passing through these areas during the closed period will be primarily from the
main stem Fraser stock which contributed heavily to the Johnstone Strait fishery in earlier years," the fisheries department reported. POOREST ON RECORD
"This stock is in a depleted condition as evidenced by the catches to date which are the poorest on record.
"When the fishery reopens on October 21 chum salmon bound for the Big and Little Qualicum rivers and spawning streams in Howe Sound will be present.
"The spawning of these runs in 1959 was moderately good and assessment studies following spawning indicated good survival to the fry stage.
"On this basis a reasonably good return of three year old chums might be expected.
"The opening to allow exploitation of these runs will be of two days' duration, with consideration being given to an extension of fishing time if conditions warrant."

HERRING TALKS
"It is high time we got our prices up to $16, a price that would still leave the companies a wider margin for costs and profit than they had in 1959." LOCKOUT OR STRIKE
Since this Saturday's general membership meeting may proceed with a strike vote, Union members decided not only to stop work for the afternoon but to levy a $10 fine on any member who fails to attend.
The herring agreement actually expires at noon next Tuesday, October 16. If no new agreement is signed prior to that date, companies have the right to lockout and the fishermen have the right to strike.

Union Gets Dime Hike
Workers at Sunrype Products in Kelowna, members of Teamsters' Local 181, have accepted a' two year agreement giving them wage increases totalling 10 cents an hour, five cents retroactive to August 16 and another five cents on August 16 next year.
Heavy truck drivers will receive an additional four cents an hour over the two year contract.
The Company made the new offer after the Union rejected its original six cent offer and voted 161-38 to strike.
The increase raises the starting rate for unskilled workers to $1.47 for men and $1.16 for women. Rates for skilled workers now range up to $2.04 an hour.

and the minister stated the only delay he knew of was the engineering surveys. SURVEYS NOT PROBLEM
In response to a question as to the status of Ottawa's contribution, he said he knew of no difficulty in this regard. He then informed us that we should call his deputy minister, Tom Miard, at 8:30 a.m. Thursday and we would receive a full picture of the most recent developments.
The call to Miard was made Thursday but we were unable to speak to him at 8:30. He returned the call later in the morning and informed us the surveys and de signs were completed. He said negotiations with the Alcan company for right of way on the power line would begin the following week and they did not expect any difficulty on this question.
To our question as to the actual starting date on the road, he replied, "As soon as possible after the Alcan negotiations." I can't presume to speak for Allen Hall and Reg Smith, but I seemed to detect an element of doubt or at least the feeling that we'll believe it when we see it. After the long wait for something concrete, who can blame them?
They did say that if there were any more delays, both the minister and Union headquarters would be hearing from them. I say amen to that.

The Association, after threatening a shutdown at the first meeting, has since told the press that "the only reason we would have to close our plants is if they stop bringing in fish. The men will have to decide whether it is worth while to fish for the amount we offer."
"Such remarks are typical of the Association when it stubbornly refuses to bargain in good faith," the Union stated.
"Basically, the companies tell the fishermen to 'take our offer and fish or go on strike'. This is to try and place the blame for any lost production on the fishermen's shoulders. In reality such arrogant and arbitrary attitudes create an impossible climate in which to negotiate a settlement.
"Fishermen want a continuous operation but not 'at any price'. The $16 per ton is fully realistic and the companies have failed badly in their attempts to distort the facts about past agreements, as well as present markets," the statement concluded.

"This," he exclaimed, "by a publication that accuses us of 'indulgence in fantasy'.
"If they are going to negotiate on fanciful speculation of this kind, they could as easily predict that the United States will devalue its dollar (by raising the price of gold, a move much mooted by certain circles) and drop the exchange rate of US currency to 75 cents," he commented.
"In short," Bjarnason observed, "Facts on Fish confirms our figures wherever it deals with facts, and challenges them only where it goes off into the realm of speculation."
