Licence Limitation One Hope For Ailing BC Fishing Industry

The case for licence limitation was succinctly stated by Reg Payne, United Fishermen and Allied Workers' general executive board member, in a recent interview with Don Gain, marine reporter for the Victoria Colonist.

"It's the only industry I know where for more and more money, you get less and less production. It's not logical," Payne was quoted as saying.
"My boat will hold over 20.000 pounds of fish. (Payne had just landed 1,200 pounds of springs and coho at Ogden Point.) Every year there are more and more boats and less and less fish.
"In other industries where you improve your methods and put more money into the business, production goes up. But not in commericial fishing. It's a high investment for the return. My boat is worth $28,000."
Gain reported that when he asked Payne how the situation might be remedied, Payne said that licence limitation would help.
"If they (the government) declared a moratorium on licences for five years, natural causes would whittle down the number of fishermen," was Payne's reported reply.
"Another way would be to set up a government agency to buy the equipment of those leaving the industry.
"That's what Britain did to get rid of old tramp ships and encourage the building of new ships. By wrecking the old ships they were kept out of competition."
As his parting shot against the sellout of British Columbia's fishery resources, Payne told Gain:
"More of the taxpayers' money could be spent on rebuilding the salmon industry, but with these talks in Toyko we might just be handing the fish over to the Japanese."
Smoked Fish Frozen By Great Lakes' Firms
"Perishable — Keep Frozen" signs will accompany all shipments of smoked fish from the Great Lakes as a result of the recent crisis caused by several deaths from botulism poisoning attributed to persons eating uncooked packaged smoked fish.
The decision, made by the National Fisheries Institute representing the dominant firms in the industry, was part of a strong recommendation — in fact an order—from the Food and Drug administration in the United States.
The FDA on October 25 ruled that all smoked fish products from the Great Lakes area should be destroyed and this order has been complied with, it is indicated.
Since the botulism toxin does not develop below freezing temperatures, the policy of freezing the smoked fish meets the requirements of the Food and Drug Administration.
In a letter to the FDA, the National Fisheries Institute committed itself to four conditions in the handling of its product:

• Smoke the fish in the best possible fashion, employing better technology and utilising more scientific methods.
• Freeze the product upon completion of the smoking, whether film vacuum packed or bulk packed, and to store and distribute the product in that condition to our customers.
• Plainly mark all packages containing smoked fish "Perishable—Keep Frozen." In the case of the bulk packed product to supply the retailer with a placard which will read "Perishable — Keep Frozen" to be displayed with the product.
The FDA commended the Institute for its "prompt action in dealing with an emergency situation.
"The measures they have agreed to adopt are consistent with recommendations of the FDA's advisory committee on botulism while technological studies are being made to develop practices for long range application."
