THOUGH the mills of God grind slowly, yet they grind exceeding small. We might well paraphrase this for parliament and say that the mills of parliament grind slowly, period.
It is a fact that parliament is an institution which takes a long time to come to decisions about matters, and in some cases it appears that decisions that should have been made are pushed to one side and become unnecessary because time outdis-tances the need for decision.
In the case of the proposal to reduce the voting age for federal elections from 21 to 18 years, we can say that it was, by all standards, a relatively speedy and favorable decision. Let's look at this chronologically.
It was just three years ago (1960) that I proposed the voting age be reduced from 21 to 18 at the time the Canada Elections Act was being reviewed by the privileges and elections committee. At that time, mine was an only voice. All the other parties in the committee, with the exception of one individual, voted against the proposal for a variety of reasons.

Pakistan Next for 12 Miles
Pakistan may be the next nation to declare a 12 mile territorial waters limit.
According to the US embassy at Karachi, Pakistan's director of marine fisheries in a recent speech "strongly advocated extension of Pakistan's territorial waters from the present three mile limit to 12 miles."
The director reportedly pointed out that Iran had already extended her limits to 12 miles and India to six.
"Since Pakistan's fishing industry is undergoing rapid development and expansion," the embassy report stated, "an extension of territorial waters would increase the fishing area available for exclusive exploitation by Pakistan and would limit Iranian access to fishing grounds in West Pakistan and Indian access in East Pakistan."

WE HAVE HAD A PRIVATE member's bill on the order paper ever since that time, Reid Scott, a Toronto New Democratic MP, being the present sponsor. The proposal has been debated a number of times since then, but with no conclusions reached.
This year, as is the practice after each election, the Elections Act was again referred to the privileges and elections committee for study on a section by section basis.
I had an amendment prepared I to present to the committee, but Maurice Moreau, Liberal MP from 1 Toronto, got the floor first and moved that the voting age be reduced from 21 to 18. I seconded the motion so that it is, in effect, a sort of bipartisan approach.
It is true that this will only be a recommendation to the House itself, but I foresee that there will be no great trouble there for there was unanimous agreement in the committee.
Yes, the mills of parliament grind slowly, but in this case it took only three years of intensive campaigning, two general elections and a change of government.
Some things, like the Liberal promise of a National Health Plan, take longer. The Liberals promised the people of Canada a health plan in 1919. We haven't seen it yet.

Open Meet i Salmon Com
The International Pacific Salmon Fisheries Commission has scheduled an open meeting in Mount Baker Theatre, Belling-ham, this Wednesday, December 18, to discuss the 1963 season and present estimates of 1984 runs.
The Commission, which will meet with its advisory committee, has laid out four main points on its agenda for the general meeting, which is usually attended by several hundred persons from all branches of the industry.
