Williston Overrides Delta on Log Lease
Provincial lands minister Ray Williston intends to grant a foreshore lease to Fraser River Log Sorting Company, overriding Delta Municipal Council's opposition, The Fisherman learned this week.
His decision is seen as a setback for the campaign to clear navigable lower mainland waters of floating forest debris and halt pollution of the Fraser River.

Delta Council's opposition to uncontrolled log dumping was sparked by a committee formed on the initiative of the United Fishermen and Allied Workers Union. Last March, after hearing representations from the committee, Council asked the provincial government to halt log dumping on the river.
REASONS STATED
In May, deputy lands minister E. W. Bassett asked Council to state its reasons for opposing log dumping and specifically its reasons for opposing Fraser River Log Sorting Company's application for a foreshore lease.
Councillor Ed Vidulich charged that sunken logs and forest debris from log dumping had made som of the best stretches of the rive too hazardous for fishing. Dead heads, he said, were a constant menace to navigation.
In its reply to Bassett, Counci gave as the reasons for its stand
• Lack of control of log dumping and resultant water pollution.
• The problem created by deadheads, which present a men ace to navigation and a hazard to fishermen when they become entangled in nets. COMMITTEE FORMED
The problem, which has agitated fishermen for years, is to be tackled by a committee of the Canadian Ports and Harbors Association.
The committee, formed at the suggestion of New Westminstc port manager C a p t. Williair Kavanagh, held its first meetin; in the Royal City on March 10, with representatives of Vancouver, Nanaimo, Port Alberni and North Fraser harbor boards, and the federal fisheries and transport departments present to review the problem.
Consensus of opinion at the meeting was that the principal source of debris is the upper reaches of the Fraser River, where many small portable mills are operating. This view, how-

ever, is disputed by the Union's Fraser River District Council which blames most of the problem on Fraser booming grounds.
Deadheads floating just beneath the surface, logs, stumps and other forest debris pose a constant hazard to fishing boats and other small craft on the Fraser River and in the Gulf of Georgia.
Small boats frequently are holed and sunk and occasionally large scows are lost. Among larger vessels propeller damage is a common occurrence.
"The cost of this is enormous," Kavanagh reported. CAMPAIGN LAUNCHED
The committee is proposing two courses of action — one, to clear lower mainland waters of the vast accumulation of debris In backwaters and along the shores of inlets, and two, to halt the dumping of forest debris into the Fraser and other rivers.
As a first step, the committee is inviting briefs and proposals from all organisations concerned with the problem.
As reported in The Fisherman of March 5, UFAWU vice president T. (Buck) Suzuki and Fisheries Association secretary Kenneth Campbell discussed the problem following transport minister J. W. Pickersgill's announcement of the committee and agreed they would seek enlargement to include representation from their organisations.
A Union committee, including Suzuki, Fraser River District Council secretary Eric Arkko, Harold Wilcox, Paul Piatocha, John Polanski and Nick Spilchen, has been actively pressing fisheries and port authorities for action to rid lower mainland waters of debris and prevent pollution.
