Israel's trade status uncertain
JERUSALEM (JPFS) -
It is unrealistic for Israel to expect preferential trade status after the European market integrates in 1992, Spanish Prime Minister Felipe Gonzales said at a press conference before leaving Israel.
Earlier, at the Labor Party's political bureau, Gonzalez said the settlement drive in the territories must stop so that the peace process can continue. The parties sitting at the negotiating table must create mutual trust and avoid steps which make the "territorial problem" irrevocable, he said.
For some time, Israel has been trying to enhance its free trade status to equal that of Scandinavian and other non-EC European countries known as the European Free Trade Area (EFTA). The EC is Israel's largest trading partner.

Despite Israel's requests by Foreign Minister David Levy and others to have status examined either on its own terms or in return for European participation at the Madrid conference, EC l^efsh^ve insisted on linking it to substantive progress on the peace pirocess.
Gonzalez, however, went a step beyond other EC countries and said he did not foresee Israel obtaining the status whatsoever, unless such privileges were accorded to all Middle East countries.
In response to a question by The Jerusalem Post on whether he favors Israel enjoying trade status, Gonzalez replied, "I am in favor of bringing Israel closer to the Community. But, I do not think it is realistic to expect a status similar to an EFTA nation like Norway. Progress can be made, but in any case, it will have to be on an equal basis of all countries
in the region."
Gonzalez's remarks are diametrically opposed to a Foreign Ministry communique put
out after the Gonzalez-Levy meeting, which cited-the prime ministejr's support for Israel enjoying EFTA status.
At Labor's political bureau, Gonzalez said that Spain supports UN resolutions 242 and 338, and advised Israel to initiate positions and conditions at negotiations which would promote the peace process.
Spain's connections with the Arab world are not an obstacle to deepening relations with Israel, Gonzalez said. He noted that Spain wants to maintain its friendship with Israel, as well as with the Arab states.
Israel "cannot live in isolation from its surroundings," he said. "From, you in Labor I have heard all the good ideas concerning the peace process, such as concessions^oFpeaee-
and security and forming a Middle East common market. I would like to see Israel initiating face-to-face talks with the representatives of the other side."
He also said the hope for peace depends more than ever on the courage of "the social-democracy in Israel."
