A leader of a major American Jewish umbrella organization described "the honeymoon" between the United States and Israel as being over.
Malcolm Hoenlein, executive director of the Conference of Presidents of Major Jewish Organizations, accused U.S. President George Bush and Secretary of State James Baker of acting "irrationally" on the issue of Israel's settlement of the territories.
Hoenlein suggested that both are acting in their own interests in holding up the $10 billion loan guarantees until Israel freezes the settlements. Having made limited political mileage out of Operation Desert Storm, Bush may be trying to influence the Israeli election in order to advance the peace process, by gating elected a government more favorable to his plans, he said.
Baker, he hinted, may be trying for the Nobel Peace Prize in 1996. Hoenlein was speaking at the recent United Israel Appeal
of Canada leadership conference.
"Bush is not an anti-Semite, but he has resorted to appealing to anti-Semitism,' * specifically, when he spoke of "one lonely man against the lobbyists on the Hill."
The fallout of the issue has been that "the Arabs feel the United States can deliver Israel to them on a silver platter."
Hoenlein was less kind to Republican leadership candidate Patrick Buchanan. He called him "David Duke without the she^," that is, spreading the same message in a more sophisticated manner.
Duke and Buchanan are not "aberrations," Hoenlein continued, and "scores" of persons with similar views are rtmning at lower levels of the political system in the United States.
He noted growing intolerance and anti-Semitisiii in the United States, going hand in hand with the mood of isolationism. Reports of intimidation and physical attacks throughout the United States are ever increasing, par-tjcularly on college campuses and even in high schools, he said. Jews are becoming a "scapegoat" for the nation's economic' problems.
Even politicians of more liberal opinions are changing ttieir stances in response to the nwod of their constituents. "Israel is increasingly a liability to U.S. pcrfiticians," he said.
He also charged the media of "misrepresentation and distortion'' with regard to Jews and Israel, including "covering up Buchanan's anti-Semitism."
Hoenlein said Jews are * 'being tested'' by this change in atmosphere. "Jewish silence creates Jewish victims; We must not be intimidated; this is what Buchanan wants. We have to stand up"
The Conference comprises 50 national American Jewish organizations
The receipt of the $10 billion loan guarantee from the United States could help Israel secure another $30 billion in loans friom other countries and banks, he said.
If the guarantee is not approved this spring, the issue will likely not come up again for consideration until Febmary of next year, he said.
If it is never approved. North American Jewry could perhaps make up $1 billion, but immigration to Israel will suffer because of the lack of jobs, he said.
