Arab countries". (Quote from the Johnson report). Meanwhile, each year sees \ billion cubic meters of precious waters run down the ancient river course to waste and evaporate in the Dead Sea:
Now, Israel is about ready to take her 40 percent of Jordan waters. The Arabs retaliate by saying they will remove all waters belonging to the Jordan River system from the Banyas and Hes-bani springs and the Yarmuk River, and not permit any of those waters to flow into Israel.
Damascus recently announced that the cost of this project, solely to punish Israel, will be about $200,000, 000. For this vast sum, so badly needed to lift the economic level of their people, the Arab States would gain no real benefit for thev have, especially Syria and , Lebanon, a great excess of waters as previously explained.
So one can see that all this political commotion is not that Israel is depriving the Arabs of wa:ter needed for their development, but rather its another harassment to obstruct progress and growth with Israel.
This is a sad state of affairs, in a world of exploding population where cooperation is the only hope for the future.
When I was in the United Nations for a year, working
on an ovendl water policy for the United Nations, I recommended that the world's river basins, shared by two or more countries, shoidd be thoroughly engineered by competent engineers for full developmeint to beneHt all nations bordering the river. Then, when conflicts arise over water* as they will more and more as. the scramble for food and water increases with expiring population and their enlarging demands in a modem^ civilization, solutions can be based on soimd engineering, instead of political manoeuvres.
KING HUSSEIN'S TWO COMPLAINTS
King Hussein has indicated two complaints. One, that Jordan waters wll be diverted outside the Jordan River basin to the Negev and along the coastal plain. In this case there is no international laws that would apply for there is no over-all aiuthority that has the power to legislate this matter. But in the agreement reached by all experts with Eric Johnson, the 40 percent for Israel and the 60 (percent for Arab States permitted each one to use their share as and where they wished.
The second complaint was that if Israel took 40 percent of the water, the lower Jordan would become saltier, and injure irrigation crops. But the Kingdom of Jordan will be the chief cause of increased salinity. For they propose to take out all the fresh waters of the Jordto and irrigate the entire-eastern slope of the excellent lands there. Saline retxim flow of irrigation waters will drain into the river bed and the Jordan River will become probably too salty for irrigation of the few farms down river, which could be moved to the new land irrigated development. But this cannot all be blamed on IsraeL

I caniiot end this discussion without some comments on the State of Israel. For 16 years, she has been building her new State in a glass house. The world has been looking on and those who have had eyes willing to look in. have liked what they have seen. Israel has made of herself a pilot for progress and ^increased food production by making ful use, with conservation, of her soils and waters to supply her own needs and bring the highest standard of living to her people of any coimtry in the Middle
East. This is a miracle to do in a land, that had become a man-made desert.
Many emerging Afro-Asian countries have recognized in Israel an example which they can see and copy. They are sending their officials to see for themselves what Israel has done in a few years. Thousands of their youth go to study these achievements in Israel. So Israel has been forced to set up an extensive "Pbmt Four" program of her own to meet the demands of these new nations for experts from Israel, to come to their countries and help them do the same kind of development.
Response to these requests of Afro-Asian countries is considered well worth-while in winning friends for Is-raiel in the United Nations and it has become government policy.
SOLUTION TO PROBLEM
During these past years, Israel, in her own interests, it is true, has worked out, on the anvils of adversity, solutions to problenas that much of the wbrld must face up to, sooner or later, if they are to maintain and improve standards of living for their exploding popiila-tions.
Israel is the show case ' of how this can be done in
a democratic society, without :dictatorships. Israel has accomplished this with a miniihum of cost, but with great doiirage, vision, hard work and application of modem methods of science and technology and with a mi nimum of financial help.
