NEW YORK, (JCNS) - The United States will not provide economic aid "where nations engage in wasteful foreign adventures", the Secretary of State, Mr. Dean Rusk, promised Congress when the Administration opened its campaign for its $3300 million aid programme.
The Administration's new hard line is dictated largely by its disillusionment over the misuse of American aid in the Pakistan-India conflict.
There was no reference to Egypt or the Arab war against Israel. But some who heard the testimony wondered whether the Middle East might not be closer to peace today if the Administration had suspended aid to Egypt after President Nassrr closed the Suez Canal to Israel shipping in 1960.
The 1966-67 aid programme appropriates $800 million for the Near East and South Asia; but 90 per cent of this is programmed for India, Pakistan and Turkey. Four per cent — $32.4 million — is intended for two
Arab countries, Jordan and Yemen.
"Support of Jordan as an independent country continued to be an important element in the U.S. effort to maintain peace". Assistant Aid Director William B. Macomber testified.
There have been no grants or development loans lo Egyp' since 1963, and there is no indication of any resumption of aid to Egypt in the new programme. Egypt was allowed co purchase $55 million worth of surplus foods earlier this year, but there has been no negotiation of a new agreement. Restrictions in the current agreement arc much tighter than in the past. Nor did the testimony discuss economic aid to Israel in the fiscal year 1967. Last year Israel was permitted to buy surplus foods for Israel currency and to borrow for development S20 million at 3'/2 per cent interest. Negotiations for the fiscal year 1966 are still in progress. Success Of Past Aid To Israel
Administration testimony
twice cited the success of past aid to Israel. It pointed out that U.S. aid opened up new markets, and it told Congress that "U.S. commercial sales to Israel, which is nearing self-support, have climbed from about $70 million in 1960 to more than S125 million in 1964".
Mr. Raymond A. Hare, Assistant Secretary of State, felt that most Near East States were making economic and social progress despite political tensions that embroil them. But, he continued, "it is a restless area, sensitive to the stirrings o'. Arab nationalism and stil! caught up politically, economically and cmolionally in the persistent Arab-Israel dispate. This tangled matter continues to defy settlement". However, he said that there had been no increase in tension or outbreaks of violence between the parties in the last year, and "most States of the area arc increasingly preoccupied with development and other internal problems".

TEL AVIV, (JCNS) — An improvement in the general attitude of the U.S.S.R. visa-vis Israel has been noted recently in political quarters here, although the change is perceptible more in the general climate of relations than in the substance of Moscow's Middle East or Jewish policies.
This is particularly marked in the field of diplomacy by the replacement of the former attitude of ice-cold correctness by courtesy,! verging occasionally even on friendliness. Thus, the appointment of .Mr. Abba Eban as Foreign .Minisler was reported in the Soviet magazine New Times together with a factual biography free of the hostile references previously customary whenever piention was made of Israel.
The new Israeli Ambassador in Moscow, Mr. Ka-triel Katz, has been received by Mr. Podgorny, the chairman of the Presidium of the Supreme Soviet, and by Madame Furtseva, the Minister of Culture, meetings n o t permitted to his predecessor, Mr. Yosef Tekoa. Mr. Katz has also received a biographical notice in New Times and was interviewed by the newspaper Sovetskaya Russiya. The lass news agency also reports his movements on occasion. These, too, are courtesies which were not granted to Mr. Tekoa. An improvement is also noticeable in the cultural field. Moscow i^ now sending top-ranking artists to Israel; David Oistrakh is at present performing here and he was preceded by Mstislav Ros tropovich. By way of exchange, the Israeli Philharmonic Orchestra will be performing in the Soviet Union in May.
It is to the point that New Times, in its issue of last Friday, said that many people believed that a peaceful settlement between Israel and the Arab States was "possible and necessary". The magazine gave a brief but sympathetic report of Abie Nathan's "peace flight" to Port Said.
Still Cause For Concern
Despite these improvements, however, considerable reason is still found here for concern about Moscow's policies. The Soviet Union continues to arm Egypt and other Arab countries, despite Arab pronouncements that their arms are for use against Israel. There has been no amelioration in Russia's repressive
policy against Jewish culture and education, which stands in direct contrast with the comparative freedom allowed to other minorities, including the German minority.
The principle of the reunification of Soviet Jews with close family members living in Israel has been applied with neither sufficient humanity nor liberality.
SOVIET APPEAL REJECTED
HAIFA, (JCNS) - The Israel Fishermens' Union has rejected an appeal by the Soviet Fisheries. Minister, Alexander Ishkov, calling on all nations to refrain from catching or killing dolphins because their brain power makes them the "marine brother of man".
Israeli fishermen have declared total war on the dolphins, because they not only raid their boats but also "laugh at us". If the Soviet Minister is interested in saving them, "he is welcome to send the Soviet fishing fleet to catch every last one of them and take them home", the Secretary of the Union said.
Israeli fishermen were astonished by the Minister's appeal, it is stated. Far from being man's "marine brothers", the fishermen consider the dolphins "our worst enemies'. They cause thousands of pounds' worth
of damage each year, tearing up nets and devouring the fish that IS caught. Dolphins constitute the biggest single hazard to Israeli Mediterranean fishermen; and a "war committee" was set up to devise ways of fighting them. This year dolphins have multiplied to epidemic proportions. Methods proposed include the use of strvchnine - s o a k e d bait, "scare bombs", the noise of which frightens the animals away, and pouring dobhin blood in to the sea, which also drives them off. The only point on which the fishermen are in agieement with the Soviet Minister is that the dolphin is a very clever marine mammal. Dolphins are now roaming along Israel's shores in huge schools of several hundred, each about six feet long, and with their nearly 200 sharp teeth they make mincemeat out of the nets.
"We know for a fact that after feasting on our catches these dolphins stick their ugly heads out of the water and actually laugh at us, from a safe distance, of course", the secretary averred. "Any experienced fisherman will be ready to swear to this", he added.
The dolphins tend to keep to particular schools, and even individual dolphins are identified by fishermen. One particularly detested one is . known as "Moby Dick".

''Soviet Encyclopedia" Drops Anti-Israel Propaganda
Another straw in the wind is the fact that the yearly supplement to the "Soviet Encyclopedia", which has usually carried a large measure of anti-Israeli comment, has dropped from its 1965 version the customary allegations that Israel's Arab minority is oppressed and that Israel conquered by force more territory than was allotted to her under the U.N. partition plan.
There has also been a significant change, in the political atmosphere. Soviet representatives are beginning to say publicly that the Arab-Israel conflict should be solved by peaceful means; Although supporting' the Arabs against Israel on specific issues, on the international scene-Soviet diplomats are now less ambiguous ml their rejection of the Ara^ doctrine which, denies Israel'snght to exist.

NEW YORK, (JCNS) -The Human Rights Com mission last week adopted a resolution calling for the preparation of a Convention outlawing statutes of limitations for war crimes and crimes against humanity to be considered at its next session and to be given "highest priority". It also decided on action before Ecosoc and for the final approval of the Convention by the General Assembly in 1961.
A paragraph in the preamble'confirms that in international law there is no period of limitation for crimes — a principle established by the Nuremberg Tribunal. It calls, on all States to take every possible action to affirm and implement this principle!, as well ais to take all measures to ensure the arrest, extradition and prosecution of the criminals, and\to make available to othe^ States ;ddcumerits^ in their possession relating to crimes of this description. It also calls on the Secretary General to prepare a draft Convention and to make a study of the matter.
The voting was 19 to nil.

However, some observers believe this was not his reason but that other considerations had influenced him — probably references to the necessity for States to grant extriadition in respect of such.
