Jerusalem - Foliowing editorial appeared last Friday in the Jerusalem Post:
THE JEWISH AGENCY It will appear to some as ironic that the World Zionist Movement and the Jewish Agency, long considered the incurably conservative institution in the Jewish world after a period in which it brilliantly led Jewry to the establishment of Israel and the beginning of the "Ingathering of the Exiles," has once again become a pacesetter.
This time it is setting the pace in Israel, in responding to the economic crisis by drastically reducing its budget and staff and overhauling its bureaucratic structure.
Cynics will point out that the steps decided upon by the Agency Executive during its eight-day plenary meeting had been urged a long time ago by friendly critics of Agency operations: that the shortcomings now at last being acted upon by the Agency had long since been recognized by both friendly and hostile critics; and that the action is being taken not as a result of intelligent foresight but only in response to a conjunction of crises with the alternative response being a declaration of bankruptcy.
All this is true. But this does not detract from theA-gency's credit in acting. It also does not lake into account that in the years when the Agency was preoccupied with bringing in and helping to settle masses - often larger, sometimes smaller -of immigrants, it did not have rael, to act. The time to the time or the mind for deep scorn or patronize one anoth-
especiall.v one representin; - more or less - such a scattered and diffuse constituency as the Jewish people and the Zionist Movement, and one without any powers of enforcement to boot, must, in the. overall view, yield to some of the demands of this constituency. In view of the many stresses and pulls in Jewish life generally, and in the Zionist Movement, with its coalition structure, it may even be considered a-mazing that the .Agency was able as much as to start thinking about getting out of its rut.
In this move forward, it appears that the Executive members are, by and large, pulling along with them the parties they represent. The party organs are more accustomed to watch their privileges and the powers which control of Executive seats confer upon them than to consider the responsibilities that those seats bear, and they are not as much spurred by direct responsibility for developments as their representatives in the Executive. The parties will have to bear in mind that there is a time to stand on ceremony and privileges and a time to act: this is a time to act, or else there will be no Jewish-Hebrew-Israel-oriented education in the Diaspora; there will be no Jewish-people-oriented education in Israel; there will be no immigration from the free and affluent countries; there will be no Jewish people.

Julius G. Reiner, president of the IVnai Torah Con-gregation, announced that Rabbi Dr. Sholom Cold ha.s assumed the position (if spiritual leader of Willow-dale's Orthodox Congregation. Rabbi Gold who has been principal of tlie \er Israel Veshiva College of Toronto since its inception in 1959 will continue lo serve in that capacity and also devote his energies to the srowlh and development of B'nai Torali. Rabbi Gold recently was a-warded a Doctorate in Tal-mudic Law b\ the Ner Israel Rabbinical College of Baltimore, Maryland.

Britain, whose "imperialism" was criticized in the resolution, abstained; as did many other delegations. The resolution was adopted by a narrow majority.
The United States delegation was headed by Mr. Charles Goldmark, of Seattle,
an 1..S.C. meeting for the first time, sent the news on to their colleaRiies who were at a L.S.N.S.A. meeting in Urbana, Illinois. They, in turn, informed the national supervisory board of the U.S.N.S.A. which passed a resolution censuring Mr. Goldmark and repudiated the Goldmark-Berger vote by 370 to 7.
