"TALK PEACE NOW" URGES JOHNSON
Washington (JCNS) - Stating that in recent weeks there had been some progress towards "some agreed procedure" which would permit active discussions on peace between Israelis and Arabs, President Johnson on Tuesday night appealed to leaders of both sides to "maintain and accelerate their dialogue ... to put their views on the table - the begin talking the substance of peace".
How the talking was done initially was not important he told the B'nai B'rith convention here. A major step would be "for each party to issue a clear, unqualified public assurance that it is ready to commit itself to recognize the right of each of its neighbors to national life".
The Ar^ had to convince the world they "have abandoned the idea of destroying Israel", and Israel must persuade the Arabs that it "has no eiqpansionist designs".
While there wais need for "secure and recognized iMundaries", the boundaries "cannot and should not reflect the weight of conquest Each change must have a reason - which each side, in honest negotiation, can accept - as part of a just compromise".
He firmly opposed another division of Jerusalem.
JAVITS, McGORMACK AND DIRKSEN BACK ISRAEL AT Z.O.A. CONVENTION
Washington (JCNS) - Both Senator Jacob Javits, Republican, New York, and Mr. John W. McCormack, the Speaker of the House of Representatives, told the 71st convention of the Zionist Organization of America in Washington last week that Israel Was the victim of a "double standard" in the Middle East pointed out that while Irain is buying 36 Phantom jet aircraft Israel"has not even been promised" the delivery of supersonic planes, in spite of a two-year time lag between order and delivery.
He recommended the establishment of a Nato standing naval force in the Mediterranean in reply to the Soviet presence in the Middle East
Mr. McCormack declared that Israel was the victim of a double standard at the United Nations and emphasized that "Israiel should not give up an inch of territory . . .until her enemies who threatened her destruction" were prepared to sit down and make peace with her.
"The people of Israel," the speaker said, "can rest confident that America will never let'them down ... it is not in the national interest of the United States to let Israel be obliterated, and the national interest will not be ignored."
Nasser had been an enemy not only of Israel, but also of the United States, and Israel "should not yield" to his threats, be added.
After referring to the Soviet rearmament of Arab militants and France's refusal to deliver to Israel the 50 Miraige aircraft paid for. Senator E.M. Dirksen, the Senate minority leader, told the delegates that "the balance of arms" in the Middle East could not be kejpt unless "somebody is ready" to piro-vide Israel with "commensurate power". He made specific mention of the Phantom jets.
Mr. Jacques Torczyner, the president urged the Z.O. A, to rally other major Jewish organizations to resist "mUitantBlack power".

ISRAEL ONLY GUARANTEE OF JEWISH SURVIVAL — RUMANIAN CHIEF RABBI
Buenos Aires, (JCNS) -One of World Jewry's three main problems was a method of supportng effectively the State of Israel, which was the only guarantee" of Jewish survival, Dr. Moses Rosen, the Chief Rabbi of Rumania, said herelast week. Another was how to contribute to the establishment of peace in the world. Dr. Rosen told more than 1,000 people, including 450 delegates, attending the Eighth Congress of Vaad Hakehilot meeting in the Theatre of the Sociedad Hebraica Argentina.
The Theatre, which was qpened last month, regarded by many as the most modern in the centre oif the capital.
The principal gtiests were Dr. Zerah Warhaftig, the Israeli Minister of Religious Affairs; Dr. Moshe Alon, the Israeli Ambassador; and Dr. A. Levenberg, the Jewish Agency representative in London.
In his address, which was enthusiastically received. Dr. Rosen said that he was asked time and again whether there was any Zionist activities in Rumania.
He replied:
"If a "Zionist" is a person who makes speeches in order that others may collect funds to promote emigration to Israel, then there are no such Zionists in Rumania. However, if Zionism consists in the simple decision of every Jew to settle in Israel, then about 300,000 Rumanian Jews have done so in the last 20 years."

Jerusalem (JCNS) - "You can have peace orwar",Mr. Moshe Dayan, the Israeli Defence Minister, told a meeting of Hebron district notables on Tuesday.
Referring to the discovery of a spy network in the town, Mr. Dayan said: "We would rather build houses for you than blow them up, but if you continue to participate in hostile activities, we shall hit back with all means at our disposal".
He told the notables: "We do not expect you to par^ ticipate in our war on terrorism; just keep oiit of trouble".
Latier, the home of a man charged with shielding suspected terrorists was blown up, as was that of the father of a suspected terrorist in Nablus.
It is learned that the restrictions on travel to Jordan, imposed earlier this week on Arabs livinginNab-lus, have been extended to Hebron.

Whatever the truth, the fact is that the Egyptian press is presenting the situation along the canal as a major confrontation in which, to quote the Cairo newspaper "Al Ahram", a ^'landmark" has been reached, "a new and effective stage of our legitimate self-defence has started".
Mr. Yosef Tekoah, the Israeli delegate at the U.N., has warned the Security Council that these statements mark "the start of a new policy of preventive action" and "we all know what that means".
CARGO LINE PROSPERS
Haifa (JCNS) r The Zim-Sela line has, through a series of mergers, become tiie ■ leading Israeli cargo carrier on the Mediterranean and Black Sea routes. Operating as an independent unit within Zim, Israel's national merchant navy fleet Zlm-Sela has taken over the ships of the Qphir Tarshish kibbutz company and of the Mano company.
Its 35 ships include 12 sailing under the Israeli flag, and it also has 20 under charter.
Zim-Sela ships call at Adriatic and Mediterranean ports, as well as sailing up the Danube, where they make transhipments of cargoes to and from Eastern Europe.
During its first 8 months of operation the line carried 614,000 tons of cargo. Earnings were 2-1/2 million pminds. ' I'
BALL WARNS OF DANGER
United Nations, Nevf York (JCNS) - Israel's refusal to be satisfied with a statement by the Security Council president e^ressing "regret" over Sunday's exchange of fire along the Suez Canal and calling on both sides to accept the ceasefire led to fur-tter meetings of the Council last week.
Last night, delegates were considering an Ethiopian propose for a resolution which would contain a call for observance of the ceasefire, restraint on the part of all concerned, cooperaticm with U.N. representatives in the area, a request to U.N. personnel In the region to continue their pacifying role and an e>3>ression of support for the mission of Mr. Gunnar Jarring, the U.N. special envoy.

GAZA EXPLOSION
Tel Aviv (JCNS) - Two IsraeUs were among 16 people Injured in Gaza, when an e^losive. charge went off under a lorry parked in the centre of the town.
Most ofthe casualties were only slightly injured.
A curfew was imposed and searches begun for those responsible.
MALAGASY SOCIALISTS SUPPORT DIRECT TALKS
Tel Aviv (JCNS) - Indications of a swing in Israel's favor in the MiddleEastpolicies of some Africaji States were reported by Mr. Reuven Barkatt, a Knesset Member, who has returned after representing the Israel Labor Party at the conference of the Malagasy Social Democratic Party.
He said that the conference approved a resolution calling for direct Israel-' Arab negotiations as the only possible solution to the Middle East conflict.
Mr. Barkatt, who also visited Tanzania and Kenya, re-)orted that Socialists there lad been deeply influenced by the Warsaw Pact invasion of Czechoslovakia.
In Kenya he found friendship towards Israel and readiness toincrease cooperation at Government level, and in Tanzania, whidit' had never been particularly friendly, he had noticed a changed attitude.

Tel Aviv (JCNS) -Rumania confirmed last Week the purchase from Israel of two factories for the manufacture of powdered milk. They are the first in the agreement reached with Mr. Pinhas Sapir, Israel's former Minister of Finance, during his visit to Bucharest in 1967, for the sifipply of food processing equipment
The Ein Harod metal plant will make the milk powder factories and install them in two Rumanian towns. They will cost more than $350,000 which is covfered by a five-year credit, and Rumania may buy a third milk powder factory.

A meeting of eighty representatives from Toronto's College Memorial Chapel, held on September 16th, passed a unanimous decision to help reconstruct a number of buildings destroyed by El Fatah terrorist attacks on the village of Ashdot Ya-acov, a kibbutz on the Jordanian border.
the sum of $40,000 will be transmitted for tiiis purpose, according toadecision taken after addresses delivered by Jacob Egit, Executive Director, UOFH, Rabbi David Monson, spiritual leader of Beth Sholom Synagogue and David Green, vice-president of College Memorial Chapel. The project was whole-heartedly endorsed by the President of the Chapel, Mr. Sam Yuchtman and officers Albert Mend and Emmanuel Don.
This project will be sponsored by College Memorial Chapel in honor of its President, Samuel Cohen, who has served the Chs^l for 30 years, 25 years as President, and who is now celebrating his 70th birthday. It is part of a $100,000 project which the United Organizations for Histadrut have undertaken this year in order to help the border settlements which were attacked and damaged by the El Fatah.
