Tel Aviv — Up to now the Israeli Defense Minister, Moshe Dayan, with a commission consisting of the dl" rectors Of the government departments and military auttiorlties, dealt with all affairs in the occupied terri-toriies. General Dayan succeeded in dealing tactfiiUy, the best proof of which is the cooperation of the Arabs dur^ ing the last sixteen months. Lately, however, Arab leaders of the occupied areas have put forth demands to Israeli authorities to increase the members of schools, medical help, paving of roads and theem^oy-ment for their people.
The Israeli Government has decided to form a new body to deal with the occupied territories in order to faciUtate the coordination between the government offices. Some of the Israeli press criticized the formation of a broad government-commission as a personal blow to Moshe Dayan. The Government has denied this version, stating that from now on the general directors of the government departments, which execute jobs In^^ the Occupledterritories, Will not have to consult the Minister about every step taken for the latter themselves will be represented in ttje special commission; they will make their own decisions.
The Arabs have taken advantage of the change regarding the Jewish prayers in the Machpela Cave in Hebron. Last year oh Rosh Hashana, fiiey raised no objections to praying.

As the blowing of the sho-far (ram's horn) this Rosh Hashana ended at 1:30 p.m., the religious leaders of Hebron and the municipal counselors sent a protest to the miUtary authorities against breaking the agreement. Then some question arose concerning prayers on the Day of Atonement
Last year there was no such problem; this year the religious and municipal leaders brought-up the question of the agreement about fixed hours of prayers for Jews and Moslems.
Those critical of the formation of a special government-committee for the occupied territories maintain that this step encouraged the Arabs to start a new campaign regardingprayers In the Machpela Cave. After the decision by the government, Defense Minister Dayan instructed the MlfJ^ster of Religious Affairaj Dr. Zerach Warhaftig who also is a member of the new government-commission, to attend to the problem of the Machpela Cave.
Recently settled Jews of Hebron have demanded from Dr. Warhaftig assurance of fuU Jewish prayers in the Cave on Rosh Hashana and Yom Kippur. The Moslem religious leaders hi Hebron accused the Jews of insulting the feelings of the Moslems In the Machpela Cave which also Is a holy place for them.
Dr.' Warhattig asked the Jewish inhabitants of Hebron not to pray in the Cave on Rosh Hashana Eve. But the Israeli Government told Dayan to inform the Mayor of Hebron, Schelch Jabari, that on Yom Kippur the Jews will pray in the Cave from Kol Nidrei to NUa without interruption. Dayan drove es-peclJdly to Hebron to transmit this decision which the Arabs there accepted under protest aind . Yom Kippur passed without Incident.
In 1934, whenthe late Rabbi of Gur visited the Cave accompanied by a group of hasldim, he tried to climb the eighth step of the Cave, which was forbidden, for according to Arab provision Jews were allowed to advance only up to the seventh step. He was attacked by a bunch of Arab youngsters who wanted to lynch him. A clash between them and the hasi-dlm ensued, necessitating the intervention of the British

The Toronto Council of Hazzanim congratulates its honorary president, Cantor Nathan Stolhitz, on the occasion of the publication of his new book, On Wings of Song. This book is a unique encyclopedic work about Chazza-nut (cantorial);' and Jewish music in general. It contains a rich series of rare portraits arid episodes in pictures of prominent figures in, th6 world of cantors, opera singers, coiductors, composers and musicologists. The author himself is universally recognized as the historiographer of Chazza-riut. This, In fact, is his first book in English (others, in Yiddish) which makes it accessible for every informed reader of Jewish topics.' -

After the liberation of Hebron during the Six Day War, Dayan annulled this provision which the British Mandatory authorities had observed so carefully.
Masses of Jews flocked to Hebron. Arab religious leaders ordered the guards of the Machpela Cave to demand entrance fees to Increase their income.
Defense NQnister Dayan imniediately annulled the order. As a result, on the eve of the last Jewish New Year, these leaders attempted to take revenge by Initiating a campaign against the Jewish prayers in the Cave.
Some rabbis, among them the Rabbi from Clausenburg, propose to build a new synagogue near the Machpela Cave to enable Jews to pray without the presence of Arab religious functionaries in the Cave. Arab municipal and religious leaders in the area oppose this move. ,
Obviously the Arabs have learned political stratagem and try to make use of each dispute in the Israeli Government about the situation in the occupied territories.
Despite all problems and dangers, IsraeUs truly must be happy people if they can devote time and patience for debates about prayers on Rosh Hashana and Yom Kippur in the Machpela Cave,
This seems to be Israel's "secret weapon" which enables its people to react with calm and patience on Russian attacks and peace proposals, the permanent terrorist activities and small changes In U.S. poUcy regarding the Near East.

Joel Sternthal, Canadian businessman and Jewish communal leader, has been named a recipient of the 1968 Amudim Award of Tor-ah Umesorah, the National Society of Hebrew Day Schools, according to an announcement by Samuel C.
