ADVANCE EVENT SPURS B'NAI ISRAEL BETH DAVID BOND CAMPAIGN.-An active Israel Bond committee at B'nai Israel Beth David Congresatlon are hard at work to make the tribute dinner honoring Harry Gorman an outstanding success for Israel Bonds. Prior to the dinner which wdll take place on Decemt>er 11th, a series of sales receptions hosted by Mr. Gorman's friends are laying the groundwork for the most massive support by congregation members of any former Bond campaign.
Recently Bernard Rubin was host at his home for such a reception followed by a similar event hosted by Hy Shore and Harold Soupcoff last Tuesday.

Tel Aviv (JCNS). - The announcement by Moshe Da-yan, Israel's "neighborhood punishment" in the fight against terrorism has drawn widespread criticism.
The policy, which threatens the demolition of houses belonging to Arabs aware of terrorist activities but refrain from informing the authorities of their knowledge, is being interpreted widely as a policy of collective punishment
Abba Eban, the Foreign Minister, who plans to visit the United States at what is conceded to be a delicate stage in the relations between the two countries, was not alone in taking exception to Dayan's declaration.
Other Ministers supported him in his observation that the Cabinet neither had been requested to approve nor had done so, a change in the policy of administrative punishment in the occupied territories, and that it had not discussed the matter of

Less than 24 hours after Davan's announcement of the new policy to the press, the Prime Minister's Office in Jerusalem Issued a cryptic statement which appeared to be aimed at limiting any damage which might be done to Israel's image and at fending off accusations that Israel was contravening the terms of the GenevuC^vention relating to pc^olwins in occupied territtifles. •
The statement from Mrs. Meir's office pointed out that "the inhabitants of the houses demolished gave shelter, cover and assistance to members of the AI Fatah organization while they were carrying out acts of terror and murder against Israeli civilians and security forces. This was so in the cases of Hialhul and Gaza. The Israeli authorities had proof that the inhabitants of nearby houses had cooperated with, or had given cover to, the terrorists."
