What is to become of city centres? Whether they are quaint 17th century centres like Amsterdam in the Netherlands, designed for .the horse and buggy era, or broad - avenued like Montreal, traffic at peak hours - has reached the impossible stage.
Now a 37-year-old Dutchman thinks he has found the answer and his plan is arousing worldwide interest. He is Luud Schimmelpennick who became famous a few years ago as the leader of the Amsterdam white-suited 'Trovo movement, and who then launched a "white bicycle" scheme in Amsterdam, These bicycles wereta be placed throughout the city by the municipality for free use by people travelling to and from their worl^The plan was never reaHzed. This time Schimmelpennick is suggesting—white cars.
This is a fleet of small, battery-operated cars which is hoped will be on the streets this summer, 'in the U.S. they call them people-movers." he says, "and Ger; many and Japan have a version as well. But they got the idea from my Witkarren plan, which I first announced . in 1968.■■

Schimmelpennick, who had a seat on Amsterdam's city council until three years ago, designed the chassis. "The first two demonstration models are already on display for Amsterdanimers to see. And when the plan gets going, there will be initially 100 cars for a maximum 3,000 people to drive." he savs.
To get a key you have to become a member of the Whitecar system by paying an initial fee of about $16 and $8'key money. The key automatically registers the length of time the driver has been out. His bill, calculated at a Dutch dime (less than three Canadian cents) a minute will be debited weekly to the driver's bank account. Schimmelpennick estimates that the average ride will cost under 20 Canadian cents.
