MONTREAL -
The: Montreal community's financial picture was unveiled here recently with AJCS co-chairman of the community planning and allocations committee describ-. ing the shift from last: years deficit financing to this year's strongbud-getarv controls... . The. budget reflects the response by Montreal, Jewry for Isriael's needs following the Yom Kippur War; "Of course everyone had Jsrael foremost on their minds . ; . and expenditures have to be maintained at a , reasonable : leveh" said Barry Clamen.
An accountant with Richter. Usher.and Vine-berg, he stressed the factor that escalating inflation.effects the community's agencies as it does industry: and the man in the street.
"Escalating . costs, scared us;" he remarked. "W.^? w^ent back to a break-even budget, because of our increased, inflationary expenditur-^ es."
The 1974 budget of Allied Jewish Community Services stands at $3,-07*1.000. an increase of .S378,000 from i973- The actual 1974 request was for, S242,66o more than allocated by the budget.
Ttie total budget also.
includes the expenditures for the (national) Canadian Jewish Congress at $306,000 —an increase meeting inflation ^- and the (national) United Jewish Relief Agency r-at $618,000.
"The community's financial picture augurs well for the future," assured Clamen, whos e professional expertise was volunteered dedicating dozens of hours in community service. . The 1974 budgegis'the first of its kind to result, from a merger of the community planning committee and the alloca^ tions committee. Clamen stated; that 'fully uniting community 'needs' with 'expenditures' has.- resulted in greater efficiency and communication.
Chairman of the community planning and allocations committee is Hillel Becker;
The' committee a 1 so surmounted the task' of . starting ■ the budgetary process at a slower pace.", in January, rather than during the usual pre-Yom Kippur War slot in November.
The Jewish . Family Services was allocated Its request for $136,000. The agency's financial, expenditiires have been decreasing . substantially
over the years -- partly-due to grants;
Modified as a public social service agency early in 1974, Clamen. said that no additional dollars need yet be directed; "to continue the Jewish content of services at JFS."
On the Jewish education Jront, AJCS expenditures to Je_wish studies programs at five institutions have also decreased substantially, with the institutions pick-ing up most oLthe tab.
For the,1975 budget, AJCS has offered to incur operating and capital
expenditures "for the 18 educational institutions . in Montifjal. "The question ol financing Jewish . education is still in its early, stages,: and there IS not yet any definitive anser." said Clamen.
; AJCS' Jewish education program received $101,000, most of which . IS slated for the Joint Committee on Jewish Education. The figure is.
up from $28,000 actually spent in 1973 when an allocation of. $60,000'was made.
The'placement bureau of • the Jewish Nursing. HonTe~ received the most sizeable boost of $90;-000 . .the: objective njeuig to place as manyol the retired elderly in hospitable and secure surroundings.
